Subject: Award for Installation of a new Pubilc Restroom at Kotate Park Date: August 09, 2022
Written by: Damien O'Bid, City Manager
Recommendation
It is recommended that the City Council of the City of Cotati adopt a resolution awarding a contract for manufacture and placement of a new public restroom at Kotate Park and authorize the City Manager to execute said award.
Background
In late 2019, the City of Cotati approved the Parks Capital Plan for all parks in Cotati. The plan includes concepts for amenities, improvements, and upgrades to Cotati parks based on community input, with planning level cost estimates and relative priorities.
On February 25, 2020 the City Council awarded the design agreement to begin public outreach to further hone the concept design from the Parks Capital Plan and then bring the project to construction. After concluding the public outreach process, one significant change to the concept design was the addition of a public park restroom and build out of most of the planned amenities in a single phase. Currently, Kotate Park does not have a public restroom.
The public requested the restroom, as Kotate Park will shortly be getting refurbished, making it a more desirable community destination. While the smaller parks generally don’t warrant their own restroom, Kotate Park is one of the 3 biggest parks in Cotati, along with Cator Field and Putnam Park.
Analysis/Discussion
The City is currently finalizing the construction documents for the project, which is expected to be out to bid by the date of this City Council meeting. The planned improvements include most concept design additions including new play areas for different ages, fitness equipment for adults, BBQ and shaded picnic areas, associated lighting, pathways and landscaping, with the addition of a new public restroom, as noted previously. The only concept element not included in the planned work is the splash pad, which was omitted due to the current drought, as well as maintenance and budgetary concerns.
The proposed park restroom will include two restrooms, associated storage, lighting, and a water bottle filling station. The structure itself is prefabricated, delivered to the site, and placed on the pre-prepared pad. The restroom contractor will then make all final utility connections to the restroom.
The City received two bids for park restrooms, but is recommending awarding to the Public Restroom Company. This bid is lower cost and provides the design elements that were requested by the City. By splitting the award of the restroom off of the general park improvements, it allows the City to better effect the final look and amenities of the restroom and get the restroom in the build queue earlier to better match up with the timing of the general construction work, as well as avoiding general contractor markups.
Financial Considerations
The building and installation cost by the Public Restroom Company is $268,858. However, it is recommended that a 10% project contingency be included ($26,886), for a total project budget of $295,744 to account for unforeseen build or installation issues.
The funding is proposed to come from the adopted Kotate Park Revitalization Project, which was budgeted at $2.21M. This includes funding for the remainder of the improvements as well, which is expected to be out to bid on the date of this City Council meeting.
Environmental Issues
This Project is Categorically Exempt in accordance with the California Environmental Quality Act Guidelines Section 15301 Existing Facilities as the Kotate Park Revitalization Project is a minor alteration of an existing facility, therefore, no further environmental review is required. .
