Agenda Staff Report
Item type:
To: City Council
Subject: Approval of Annual Storm Water Support Services Agreement Date: August 09, 2022
Written by: Craig Scott, Director of Public Works/City Engineer Recommendation
It is recommended the City of Cotati City Council approve by motion a professional services agreement with Stone Creek Environmental for Storm Water Support Services Background
The City is subject to the State’s Regional Water Quality Control Board’s Waste Discharge requirements Order Number R1 2015-30 for the operation and maintenance of its storm water system. The Order consists of multiple tasks and responsibilities including conducting water monitoring, public outreach, reporting requirements and enforcement authority to safeguard the natural waterways in and around the City from pollution. The State allows for permittees in the same region to combine efforts and the City works together with neighboring cities and the County to meet the permit’s requirements.
Analysis/Discussion
City Engineering Staff has been attending the monthly copermittee storm water meetings and the related Russian River Watershed Association meetings. A consultant has been used over the past several years to ensure the City meets the overall requirements of the MS4 permit, especially with assistance with compiling the Annual Storm Water Report and special work and monitoring plans.
Recent Plans include the Trash Implementation Plan, Storm Water Monitoring and Reporting Plan, Sediment Control Plan. Additional support services include cost recovery tasks for special inspections of private development to ensure compliance with the MS4 Permit for new development.
For Fiscal Year 22-23, the City Engineer is requesting the consultant scope of services include attending the copermittee meetings, required by the MS4 permit. However, it is expected that the consultant will not be attending RRWA meetings. With the short-term lack of available staffing, the additional support services are needed.
Financial Considerations
Prior contract support services for storm water have been at or slightly below the City Manager’s approval authority of $25,000. With the addition of meeting support services, the total proposed fee has increased to $35,720. Funding for the agreement is to come from the line item for this agreement of $25,000 and an appropriation of funds from the unappropriated General Fund for an amount of $15,720. Cost recovery efforts are not included in this total as those costs are charged to the respective deposit accounts for each development.
Environmental Issues
This action is exempt from the California Environmental Quality Act (CEQA) because it is not a project which has a potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, pursuant to CEQA Guideline section 15378.
