RESOLUTION NO.
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COTATI AUTHORIZING
THE CITY MANAGER TO EXECUTE AN AGREEMENT EXTENSION FOR POLICE
DISPATCH SERVICES TO SONOMA STATE UNIVERSITY
WHEREAS, on November 14, 2017, the City Council adopted Resolution 2017-69, approving a 5-year agreement with Sonoma State University (SSU) to provide police dispatch services for the mutual benefit of the City of Cotati and the SSU community; and WHEREAS, in the FY 17/18 budget, the City Council included the addition of 1 new police officer to improve community safety in the City, contingent on the successful negotiation of the agreement with SSU; and
WHEREAS, in discussions with the Police Officers Association (POA), it was determined that the addition of a part time position to assist dispatchers would improve shift coverage during peak times, taking business line calls, and other ancillary duties such as records and public counter; and
WHEREAS, by all accounts, the dispatch of SSU has been successful and an improvement in service for SSU; and
WHEREAS, both the City and SSU desire to continue the relationship, including the close working relationship with SSU police, for the benefit of public safety in both communities; and WHEREAS, the action of extending an existing service agreement for police dispatch services does not constitute a project as defined by California Environmental Quality Act Guidelines Section 15378; therefore, no further environmental review is required.
NOW THEREFORE BE IT RESOLVED THAT the City Council of the City of Cotati hereby:
1. Authorizes the City Manager to execute an extension to the agreement to provide dispatch services to SSU (Exhibits A-1, A-2), substantially in the form attached, subject to approval of the form by the City Attorney; and
2. As provided for in the agreement, authorizes the City Manager to execute two additional extensions with substantially the same terms and updated annual costs, subject to approval of the form by the City Attorney.
IT IS HEREBY CERTIFIED that the foregoing resolution was duly adopted at a regular meeting of the City Council of the City of Cotati held on the September 13th, 2022, by the following vote, to wit:
