Subject: Adoption of an Amended City Wide Salary Schedule for Fiscal Year 2022/23 Date: September 27, 2022
Written by: Damien O'Bid, City Manager
Recommendation
It is recommended that the City Council adopt a revised fiscal year 2022/23 salary schedule to incorporate the Associate Engineer position.
Background
On October 12, 2021, the City Council adopted Resolution 2021-56, approving an amendment to the Cotati Employees Association (CEA) Memorandum of Understanding (MOU). This MOU amendment revised job classification titles to better align and create job tracks to assist with employee recruitment and retention.
Analysis/Discussion
Included in the MOU amendment was the addition of the Associate Engineer, which was intended to be an intermediate classification between the Engineering Technician and Civil Engineer. Generally, an Engineering Technician has at most an associates degree. The Civil Engineer requires a bachelor's degree in engineering and licensure by the state, which also includes the prerequisite work experience to take the licensure exam.
The Associate Engineer is a graduate with a bachelor's degree in engineering, and typically an Engineer in Training (EIT) certificate, and therefore is an intermediate classification between the Engineering Technician and Civil Engineer.
The Civil Engineer position recently became vacant, so staff met and conferred with the CEA to review the job description and salary scale of the Associate Engineer. This will allow the City to cast a wider search for good candidates that can grow here in the City.
Financial Considerations
There are no budgetary adjustments required at this time due to conservative budgeting and staffing vacancies. If the vacant Civil Engineer position is filled with an Associate Engineer, there will be savings.
Environmental Issues
This action is exempt from the California Environmental Quality Act (CEQA) because it is not a project which has a potential for resulting in either a direct physical change in the environment, or a foreseeable indirect physical change in the environment, pursuant to CEQA Guideline section 15378.
