State Route 116/West Cotati Avenue Reconfiguration
Project
This scope of work includes effort to assist the City of Cotati (City) in developing a vision for a safer, connected, cohesive SR116 corridor from Alder Avenue to Redwood Drive and leading all or a portion of the design development and permitting phase of the corridor improvements. Our base scope of work will include development of a conceptual plan and preliminary engineering to help the City set expectations with adjacent developments and share with other stakeholder groups and processes such as the upcoming countywide active transportation plan. After the initial conceptual design and engineering work, we will continue to support the City as the adjacent developments also continue to advance their site design and frontage improvements. At this stage, Fehr & Peers’ role could include leading the design of the improvements in both the Caltrans right-of way along State Route 116 (SR116) but could shift to focus solely on the realignment of West Cotati Ave which is work fully in the City right-of-way. To support the City on this effort and remain flexible to the changing needs of the city and the overall program, we have developed a base scope of work and optional tasks based on the level of involvement our Fehr & Peers team will be involved in the final design phase of the overall program.
Base Scope of Work, consisting of the following:
• Project Initiation, Coordination and Meetings
• Data Collection & Review
• Concept Development
• Outreach & Engagement
• Preliminary Engineering
Once the preferred concept has been developed and finalized after stakeholder input, and the preferred concept is advanced to a 35% level of design, we have prepared optional scope of work tasks as follows:
A. Fehr & Peers to develop construction documents for work solely in the City right-of-way (assuming the work along SR116 will be completed by the respective developers on the north side of SR116 west and east of the realigned West Cotati Avenue.
B. Fehr & Peers to develop construction documents for work in the City right-of-way (realignment of West Cotati Avenue) and a new traffic signal at the new SR116/West Craig Scott, City of Cotati
September 21, 2022
Cotati Ave (with minimal widening to accommodate turns pockets and other geometric improvements required to complete the signalization of a new tee intersection.
C. Fehr & Peers to develop construction documents for the full widening of SR116 and work in the city right-of-way to include all proposed roadway and signal improvements from Alder Avenue to Redwood Drive.
Our detailed scope of work is described below.
Task 1: Project Initiation,
Coordination, & Meetings
This task includes project management and administration elements, including project scoping, invoicing, general coordination and regular meetings with city staff over the course of the base scope of work (Tasks 1 through 5). A description of the project efforts included in the task is described below.
1.1 Project Initiation, Kick-Off, & Virtual Site Visit
Fehr & Peers and our sub-consultants (“Design Team”) will prepare for and attend a project kickoff with City staff. At this meeting we will review the scope, schedule, roles, responsibilities, and set expectations for all team members related to scope, communication, roles, and responsibilities. Fehr & Peers will prepare a draft agenda for city review and will provide summary of the meeting minutes afterwards. During the kick-off meeting, we will conduct a virtual walkthrough of the project, discussing potential challenges, ideas, and a strategy to address any design or issues that we see as we initiate the effort. We anticipate this meeting to be a hybrid format, meaning some members will meet in person and others will join remotely. Fehr & Peers will coordinate with the City to ensure the meeting location has the capability to support this format, or we will modify the format to work all invitees. After the meeting, we will work with the City to make any scope of work refinements that may be needed.
1.2 Meetings & Coordination
We have included regular meetings, consisting of monthly project development team (PDT) meetings. The core attendees for this meeting will be the city lead and Fehr & Peers project manager, with other team members joining as the need arises. Fehr & Peers will develop the Craig Scott, City of Cotati
September 21, 2022
agenda ahead of each PDT meeting to ensure effective use of these check-in meetings. We also have included an allowance for other meetings and coordination on an as needed basis in this task.
1.3 Project Administration
This task includes an allowance for project administrative duties including invoicing, updating schedule, coordinating with team members, and city staff. The assumption for level of effort (in terms of hours by staff category) for this task is illustrated in our fee estimate.
1.4 Quality Control / Quality Assurance
The Fehr & Peers team will conduct an internal quality assurance review of all formal deliverables, including written memorandum, graphics, drawings, and construction documents. Fehr & Peers’ quality assurance program requires an independent review of all construction documents by experienced staff. The quality assurance review provides oversight to specific project details by professionals who are not closely involved in the design, to confirm the constructability, costeffectiveness and completeness of construction documents relative to the normal standard of professional care.
Task 1 Deliverables
• Meeting agenda for kick-off meeting
• Meeting minutes from kick-off meeting
• Monthly invoices with project report notes
Task 2: Data Collection & Review
This task includes an assessment of current conditions in the project vicinity, including a review of readily data and adopted plans, collection and review of new traffic data, and exhibits to illustrate basic project needs, opportunities, and details
2.1 Review Available Data
We will review readily available traffic count data including the most recent development applications and project descriptions of the proposed development projects along SR-116 and the Project vicinity. We will review readily available crash data (e.g. SWITRS and TASAS data) for Craig Scott, City of Cotati
September 21, 2022
up to the previous five years to understand crash history in the Project vicinity. We will review the City’s adopted General Plan, relevant Specific Plans, Local Road Safety Plan, and Bicycle and Pedestrian Master Plan. It is assumed that traffic count data will be available from adjacent development projects and thus no new traffic count data is included in our base scope of work.
2.2 Develop Maps & Exhibits
Fehr & Peers will develop a series of maps and exhibits illustrating the Project limits, opportunities and constraints, existing transportation facilities/connections, and other features to illustrate the Project context and additional input to inform future alternatives to consider. It is anticipated that these materials will be used in future meetings with stakeholders and the community, as well as in the various memorandums and reports required as part of future tasks.
2.3 Documentation
We will summarize the findings from Task 2.1 and the exhibits from Task 2.2 in a short memorandum.
Task 2 Deliverables
• Project Maps & Exhibits
Task 3: Concept Development
3.1 Develop Alternatives
Working with the City and our Design Team, we will develop a matrix of potential roadway and intersection configurations for the SR-116, West Cotati Avenue realignment, and proposed new driveway to the Redwood Row and Cotati Villages developments. We will explore several combinations of geometric configurations, lane configuration, bicycle and pedestrian facility types, and intersection traffic control devices. We will provide a qualitative assessment of the feasibility and appropriateness of the various combinations of inputs. While we anticipate a traditional four-legged intersection and new traffic signal is the likely most feasible option (per General Plan and Local Road Safety Plan recommendations), this matrix will provide the City and Design team to rule out other intersection traffic control devices, which will also help to address Caltrans requirements as part of an Intersection Control Evaluation (ICE) Report.
Craig Scott, City of Cotati
September 21, 2022
We will provide our initial matrix to the city for review, with a meeting to present the findings or discuss the findings after the City has a chance to review. As a follow-up from this meeting, we will choose up to three concepts to explore in more detail.
3.2 Traffic Analysis
Once up to three alternatives have been identified, Fehr & Peers will analyze each alternative for Existing Conditions, the Opening Year and the Design Year (20 years after the opening year), to help identify the preferred alternative and to meet the requirements for Caltrans approval and the need to demonstrate project benefits through the design life of the project.
3.3 Concept Drawings (10% Level Design)
After the above analysis, we will develop conceptual drawings of up to three alternatives, including a plan view, typical cross-sections, and relevant imagery of similar facilities. These concept exhibits will be used as part of stakeholder outreach to make progress towards a selected alternative. This submittal will include sufficient information for each potential alternative to meet with key stakeholders to assist in the selection of a preferred alternative to carry forward into final design (Task 7).
Task 3 Deliverables
• Table/Matrix of Potential Alternatives
• Concept Drawings (Draft and Final)
Task 4: Outreach & Engagement
This task includes outreach to key stakeholders and the broader community with the objective to refine the project alternatives and select a preferred alternative to take to a 35% design level.
4.1 Outreach Plan
Based on discussions during the kick-off meeting, Fehr & Peers will develop an outreach and engagement plan, including a more detailed description of activities by the Design Team and city staff through throughout the planning process. This will include a description of the proposed format, frequency, and content of meetings with key stakeholders and the broader community.
During the kick-off meeting we will discuss key stakeholders to be included in the Project Craig Scott, City of Cotati
September 21, 2022
outreach and engagement activities. Some of the key stakeholders that this could include are as follows:
• City Staff (multiple departments)
• Caltrans
• Sonoma County Transportation Authority (SCTA)
• Development Groups (Redwood Row, Cotati Villages) and other affected property owners • Sonoma County Bicycle Coalition (and other active transportation advocacy groups) • Sonoma County Transit
• Rancho Adobe Fire District
• Thomas Page Academy
4.2 Stakeholder Interviews & Workshops
After we have collected data and initiated Task 3 work, we propose to engage with key stakeholders (one-on-one or in small groups) to ask questions and seek input about perceptions about roadway changes and what factors should be considered as part of intersection and corridor configuration. The amount of workshops is not known, but the level of effort (in terms of staff hours) assumed for these probative conversations are shown in our fee estimate. At the end of all the interviews/workshops, we will summarize comments received in a memorandum and use this input to inform potential design elements in our Task 3 work.
4.3 Community Engagement
After alternatives are identified, preliminarily screened, and are considered feasible from an engineering and capital cost-perspective, we will organize a community meeting to present the work to date. The meeting will be intended to provide the broader community with an overview of the project objectives, and a presentation of these potential improvements. We will solicit input from the community during the meeting and leverage the City’s Cleargov project page (administered by City staff) to allow for the public to subscribe to updates about project progress and future meetings. To the extent feasible, community comments will further inform alternatives and will be integrated into Task 4 efforts.
Once an alternative has been selected, Fehr & Peers will provide the concept design the key stakeholders and make available to the broader community (via City’s Project website). We will present the selected alternative to one more community meeting, with the expectation that some minor comments will be provided that can inform the project improvements during the final design phase.
Craig Scott, City of Cotati
September 21, 2022
Task 4 Deliverables
• Outreach Plan
• List of questions/topics for stakeholder interviews (draft and final) • Materials for community meetings (draft and final)
Task 5: Preliminary Engineering
The following includes the effort required to prepare 35% design level plans for the preferred alternative selected and approved as part of previous tasks described above. This includes survey, basemapping, and formal right-of-way research on Caltrans and City right-of-way, to advance the project concept to a level of completeness to fulfill Caltrans requirements and serve as the basis of final design. It is assumed the results of this task will be used in • Packaged up and be provided to the developers of advance to projects for final design for SR116
• Serve as the basis for a final design process led by the Fehr & Peers team • Used as the basis to seek grant funding
5.1 Surveying, Basemapping, and Right of Way Research
The following includes aerial, right-of-way, and topographic surveys necessary to serve as the basis of our engineering efforts, consistent with Caltrans requirements for such work.
5.1.1 Aerial Base Mapping
Mark Thomas will perform a field survey to establish control to facilitate topographic surveys of the site. Inter-visible local project horizontal control (NAD83) and vertical control (NAVD88) will be established within each segment based on existing monument networks and benchmarks.
Control point coordinates, basis of bearings and coordinates, and benchmark notes will be provided to show on final plans.
Mark Thomas field crews will also set flight panels to control the aerial mapping efforts. Once aerial targets are set the Aerial Consultant will fly the project to capture the aerial imagery. Mark Thomas will process the data from the field survey and provide coordinate values to the Aerial Consultant to perform aerial triangulation. Once aerial triangulation is complete aerial mapping will be performed and will serve as the base map sufficient to facilitate design efforts of the Highway Widening. Mapping will be compiled at a scale of 1" = 50' with a 1-foot contour interval.
Craig Scott, City of Cotati
September 21, 2022
Mark Thomas will perform field surveys for photo controls for mapping. It is assumed that photo control will fall within Caltrans right of way and it is assumed access to Caltrans right of way, traffic control and encroachment permits will be needed for this portion of the field survey efforts.
Two (2) days of Traffic Control are included in this scope of work.
All work conducted as part of this task will be consistent with Caltrans requirements for such efforts, and will set up the project to meet the requirements of Caltrans’ ABC process should Caltrans require that at a later date.
Additional surveying efforts, including the collection of supplemental ground shots is not included in our base scope of work.
5.1.2 Right of Way Survey
Mark Thomas will perform a field survey to locate the necessary monumentation to establish the Right of Way lines of State Route 116, W Cotati Avenue, Alder Avenue and Redwood Drive. Our research indicates that Parcel Maps (PM), Records of Survey (RS) & Tract Maps (TM) are publicly available from the Sonoma County Surveyors office will be sufficient to complete this survey. It is our understanding that no other monument ties to other maps will be necessary to complete this project other than those publicly available. Should a material discrepancy be found or evidence of a dispute with adjoiners be discovered, Mark Thomas will stop work under the current scope and discuss options with the City to move forward. Once the locations of the Right of Way lines are established based on the field evidence collected, Mark Thomas will plot this boundary in a CAD file that will serve as the basis for design. Mark Thomas assumes current title reports will be required to show the locations of easements. Mark Thomas has included the acquisition of 12 preliminary title reports at a cost of $1,000 per report. Only easements shown in the title reports will be mapped. It is assumed that boundary evidence necessary to define the boundary will be readily available. This Boundary Survey scope is limited to two (2) days of fieldwork.
It is assumed no right of way or easement acquisitions will be required for the project.
5.1.3 Existing Utility Mapping & Investigations
Mark Thomas will use USA North to retrieve a list of utilities that may be affected by the project.
Based on the list Mark Thomas will send out utility request letters ("A" letters). Mark Thomas will then create and update a utility matrix for the project to track the status of record requests. Mark Thomas will take the provided utility mapping and compile it into a utility base map to facilitate design efforts. Underground utility mark out and detection is excluded under this scope of work.
Mark Thomas will prepare a potholing exhibit for City and Caltrans approval. It is assumed we will need up to 10 potholes within the project limits and have provided a budget of $2,000 per Craig Scott, City of Cotati
September 21, 2022
pothole for underground locating services. The actual cost of potholing will be determined once the actual locations and required number of potholes are determined, prior to the actual work being performed. Mark Thomas will provide a survey field crew to survey the location of potholed utilities and provide the horizontal and vertical location of the reference points set by others (potholer). This scope of work is limited to two (2) days of field work. It is assumed that field crews will mobilize after all potholes have been completed.
5.2 Prepare 35% Plans & Cost Estimate
35% Plans will be prepared in general conformance with Caltrans drafting and design standards as is appropriate for 35% design. 35% plans will be prepared to confirm project geometrics and major design features so that once confirmed, the major design elements may be detailed efficiently and effectively at later design stages without costly redesign and/or project delay. To this end, the 35% plans will focus on the major physical improvements (layout and alignment of lanes, turn pockets, striping, and intersection improvements). Plans will be cut and drafted focusing on the gross level physical improvements without detail, enabling the identification of primary construction elements and bid items. Roadway plans (layout, typical cross section, pavement delineation) will show proposed roadway, bicycle and pedestrian improvements. No specifications will be prepared with this task. We will prepare a cost estimate of probable costs using Caltrans cost data and typical Caltrans pay items.
The 35% plan set is an abbreviated submittal, and is anticipated to include the following sheets:
• Title page
• Typical cross sections
• Layouts
• Profiles (as necessary)
• Drainage system layout
• Existing utility plan
• Pavement delineation
Task 5 Deliverables
• Aerial Survey (dwg and pdf format)
• Right of Way Mapping (dwg and pdf format)

Task 6: Final Design & Permitting
Task 6 includes the effort to lead or support the development of final design and permitting phase of the project. The following include three different strategies for our Task 6 efforts.
Strategy A assumes that after the completion of 35% plans and estimate, the City and adjacent developments will agree that development teams of the parcels on the north side of SR116 will develop construction documents and secure Caltrans permit approval for the widening and reconfiguration of SR116 along their project frontages. Under this strategy, Fehr & Peers would prepare final design documents for work in the City right-of-way only, which consists of a realigned West Cotati Avenue. We will coordinate with the adjacent development projects to confirm to the respective design plans for the realigned West Cotati Avenue and the reconfigured SR116 corridor. Under this Strategy, Fehr & Peers would not have a role in the Caltrans review and approval process.
Strategy B assumes that after the completion of 35% plans and estimate, the City and adjacent development teams will agree that the City and their consultant team (Fehr & Peers) will develop the full set of construction documents for the corridor improvements within the state right-of-way and city right-of-way, and work with City and Caltrans to seek permit approval for all improvements included therein in state right-of-way. Under this Strategy, Fehr & Peers would lead the Caltrans review and approval process for all improvements in the state right-of-way. This strategy would also work
Strategy C assumes that after the completion of 35% plans and estimate, the City will advance a set of construction documents that realigns West Cotati Ave and a new traffic signal, with the minimum amount of widening and reconfiguration of SR116 and a new traffic signal at the new SR116/West Cotati Ave (with widening to accommodate turns pockets and other geometric improvements required to complete the signalization of a new tee intersection). Under this Strategy, Fehr & Peers would lead the Caltrans review and approval process for all improvements in the state right-of-way.
Craig Scott, City of Cotati
September 21, 2022
Task 6: Final Design & Permitting (Strategy A)
This task includes preparation of construction documents, (plans, specifications, and estimate, or PS&E) of the realigned West Cotati Avenue roadway. It is assumed that the limits of the design work will stop south of the Caltrans right-of-way, and another project design package (prepared by others) will include design to complete the connection to SR116, including any roadway widening, signalization, and other features Caltrans would require as part of the work in the state right-of-way.
6.1 Plans, Specifications, & Estimate (PS&E)
The Fehr & Peers team will develop the required documents to design and gain approval for the project improvements. This task shall include development of the project plans, specifications, bid item schedule and construction cost estimates at the following stages of project development:
• 65% (unchecked detailed design)
• 95% (checked detailed design)
• 100% (draft final bid documents)
PS&E will be prepared consistent with Caltrans standard plans and specifications. At each stage of plan development, the team will review, respond and resolve to all comments received from the City. Each design submittal shall incorporate comments received on the previous submittal. The team shall perform an internal, interdisciplinary QA/QC plan check and review as part of each submittal stage. General cross-sections are not included in this scope.
6.1.2 65% PS&E (Unchecked Detailed Design)
Task shall include updating 35% plans and creating and developing plan details not included in the 35% submittal.
The team will prepare 65% technical specifications. Technical specifications shall be prepared as special provisions using Caltrans 2018 Standard Specifications format and will be draft specifications at the 65% submittal stage. We shall utilize Caltrans standard special provisions (SSPs) except where they are unavailable or when the City provides alternative standard special provisions. Specification edits shall not follow Caltrans Office Engineer editing format (i.e. Caltrans editing macros and hidden text). No justification or approvals for non-conforming edits will be provided (i.e. no NSSP approvals shall be required or sought).
Using Caltrans standard bid items and measurement quantities, the team shall quantify the required bid item quantities for elements of work shown on the 65% plans and as specified in the 65% special provisions. Unit bid price estimates will be based upon appropriate recently Craig Scott, City of Cotati
September 21, 2022
published bid prices as posted on Caltrans website and other recent, relevant local agency project bids.
6.1.3 95% PS&E (Checked Detailed Design)
95% PS&E will be prepared as a checked, detailed, complete set of plans, technical specifications and estimate. The tea will provide responses to comments and attend a comment review/ resolution meeting at the outset of the 95% PS&E task.
The team will review, respond and resolve to all comments received from City, Caltrans and other approving/ commenting agencies on the 65% submittal.
Task shall include updating 65% and incorporating comments received, checking details and further developing unresolved details or design issues not resolved as part of the 65% submittal.
Task shall include preparation of all plans as described above except electrical plans.
Fehr & Peers will revise the 65% plans and prepare the traffic signal plans and special provisions as part of the 95% PS&E.
The team shall prepare 95% technical specifications by editing and revising the 65% technical specifications.
The team shall prepare an updated quantity calculation takeoff based upon the 95% plans and specifications and will update unit prices as appropriate.
6.1.4 100% PS&E (Draft Final Bid Documents)
100% PS&E will be prepared as draft final set of bid ready, complete bid documents. The team will provide responses to comments and attend a comment review/resolution meeting at the outset of the 100% PS&E task.
The team will review, respond and resolve to all comments received from City, Caltrans and other approving/ commenting agencies on the 95% submittal.
Task shall include updating the 95% PS&E, incorporating comments received. Th the team shall prepare an updated quantity calculation takeoff based upon the 100% plans and specifications and update unit prices as appropriate. This scope assumes that the team will provide the City a complete set of technical specifications only for incorporation with the City’s boilerplate bid documents.
Craig Scott, City of Cotati
September 21, 2022
Task 6: Final Design & Permitting (Strategy B)
This task includes preparation of construction documents, (plans, specifications, and estimate, or PS&E) of the selected alternative, including additional engineering studies required for Caltrans approval, and supplemental studies Caltrans will require before approving improvements in the state right-of-way.
6.1 Supplemental Survey & Mapping
Supplemental Survey
Mark Thomas will perform field surveys to collect pertinent accessible above ground features that will be located and documented to augment the aerial survey using conventional ground survey techniques. Ground visible features to be captured include, but are not limited to sidewalks, curb and gutter, driveways, curb ramps, fences, private utilities, storm and sewer facilities, trees, street lighting, signing, striping, and markings within the project limits. Storm and sewer will be dipped to determine invert elevations and pipe diameters within the streets around the site. Field crews will rely upon markings on utility feature lids. No utilities will be dipped other than sewer and storm. Detailed topographic surveys are limited to five (5) days of field work.
Caltrans ABC Mapping Process
As a supplemental service (if required), Mark Thomas can process the mapping through the Caltrans A-B-C process. As part of the Caltrans A-B-C process, Mark Thomas will submit an “A” letter to Caltrans for approval. Based upon the approval from Caltrans we will utilize the requested datum, however it is anticipated that the Horizontal datum will be CCS 83, Epoch 2017.50 (California Coordinate System, North America Datum, 1983) and vertical datum to be NAVD 88 (North American Vertical Datum of 1988). The proposed photo control layout would be submitted to Caltrans as part of the A-B-C mapping submittal and secure approval prior to actual commencement of field work. Once the GPS survey to establish horizontal and vertical controls has been performed, Mark Thomas will submit a GPS report to Caltrans as part of A-B-C mapping process and secure approval from Caltrans for Submittal B. Once the aerial flight to collect photography has been performed and the subsequent mapping prepared, the mapping will be digitally compiled in AutoCAD and/or MicroStation formats to conform to Caltrans’ A-B-C mapping process and submitted for approval.
6.2 Engineering Studies
This task includes technical studies and additional engineering data collection and reporting to serve as the basis of our engineering design efforts, including what will be required as part of the Caltrans review and approval process.
Craig Scott, City of Cotati
September 21, 2022
6.2.1 Geotechnical Design and Materials Report
Crawford & Associates (“Crawford”) will prepare a Geotechnical Design and Materials Report (GDMR) per Caltrans Requirements for the proposed improvements along Gravenstein Highway/SR 116 between Alder Avenue and Redwood Drive.
Coordination, Field Preparation, Permitting
Crawford will complete the following:
• Coordinate and discuss the project design needs, goals, and schedule with the design team.
• Review available project site information/data.
• Visit the site to assess drill equipment access and meet with property owners, as needed. • Schedule drilling with a C-57 licensed contractor.
• Coordinate with surveyors to mark boring locations prior to field exploration. • Obtain County well/boring permits and encroachment permits. • Visit the site to review marked boring locations and mark the site for USA North 811 member clearance.
Field Exploration and Testing
Crawford will drill, log and sample borings along the planned roadway improvements to depths ranging from 10 to 35 feet deep. The borings will be located within the pavement to measure the existing structural sections and along the paved and unpaved shoulders (where utilities allow) to evaluate the condition of the subgrade.
A Crawford field engineer/geologist will direct the sampling and log the explorations. Generally, samples will be collected at 2- to 5-foot intervals, as directed by the field engineer/geologist.
Samples will be collected in sealed containers and transferred to Crawford’s lab once field work is complete. The drilling contractor will advance the borings with a truck-mounted drill rig using 4- to 8-inch-diameter solid and/or hollow stem augers. Standard Penetration Test and/or California Modified sampling will be performed within the borings to obtain samples and blow count information.
At completion, the borings will be backfilled per the county well/boring and encroachment permit requirements.
Craig Scott, City of Cotati
September 21, 2022
Laboratory Testing
Crawford will complete the following laboratory tests, as appropriate, on representative samples obtained during field exploration: unit weight moisture content, sieve analysis, fines content, Atterberg Limits index testing for soil classification, expansion potential, and R-value.
Engineering Analysis and Report
The Draft Geotechnical Design and Materials Report will include the following:
• Purpose and introduction;
• Project and site description;
• Exploration and laboratory testing summary;
• Existing pavement condition and structural section;
• Regional geology and soil survey mapping;
• Subsurface conditions (soil types, infiltration rates, groundwater, corrosion potential); • Seismic hazards (fault rupture, ground motions, liquefaction potential); • Geotechnical conclusions and design recommendations regarding the proposed roadway widening, fill placement, subgrade preparation;
• New pavement sections recommendations and rehabilitation options; • Construction considerations for the proposed roadway; • Limitations of report;
• Figures (vicinity map, geologic map, soil survey map, fault map, exploration map); • Boring logs; and
• Laboratory test results.
A final report will be submitted following receipt of draft report comments from the Design Team.
Assumptions
The following assumptions apply to the above scope of geotechnical engineering services:
• Rights of Entry (ROE) if needed will be coordinated and obtained by others. • Caltrans encroachment permit will be required.
• Exploration locations will be marked by Crawford for USA North 811 underground utility clearance. Caltrans typically does not mark their utilities, so we have included a private utility locator in our scope and fee.
Craig Scott, City of Cotati
September 21, 2022
• The borings will be backfilled according to the County well/boring and encroachment permit requirements.
• The borings completed within the pavement will be back filled with dyed black concrete, the placement of hot mix asphalt is not included in our scope of services and if required will be completed by others.
• Drill cuttings are assumed non-hazardous and will be either placed back in the borehole or spread on the ground surface around the borehole.
6.2.2 Hazardous Materials Services
Based on our understanding of the provided information and our familiarity with similar projects, we propose to prepare a Phase 1 Initial Site Assessment (ISA) to help identify Recognized Environmental Conditions (RECs) and hazardous materials conditions that might affect the project. In addition to the ISA, we propose to conduct a limited Preliminary Site Assessment (PSA) to assess if aerial deposited lead is present at concentrations above their hazardous waste thresholds.
Initial Site Assessment (ISA)
The ISA will include the following elements:
• Records Review: Crawford will contract with Environmental Risk Information Service (ERIS) to conduct a computerized search of federal, state, local, and tribal environmental agency database records. These database records will be reviewed for information pertaining to the project site and properties within ASTM standard search radii applicable to each database.
• Physical Site Review: The ISA will include a summary of geologic and hydrogeologic conditions underlying the project.
• Historical Land Use Review: ERIS will provide historical aerial photographs and historical USGS topographic maps for the project site and vicinity. Crawford will review these to develop a history of general property uses for the project site and surrounding parcels. • Site Reconnaissance: Crawford will perform a walking reconnaissance of the project alignment to identify visual evidence of current or past uses of the project alignment and adjacent properties, including visual evidence of the following: above or below ground fuel storage tanks, vehicle maintenance areas, oil and gas operations, dump sites, discolored soils or stressed vegetation, surface discharge of fluids, stockpiled soil, discharges, odors, transformers, wells, standing water, hazardous substance containers or unidentified containers, etc. A driving reconnaissance (windshield survey) will observe conditions at other propertied in the area to identify conditions that might affect the project alignment.
Craig Scott, City of Cotati
September 21, 2022
• Interviews - Where warranted by the research and observation, Crawford will make reasonable attempts conduct interviews with persons identified as knowledgeable about potentially contaminated facilities adjacent to the project site. Interviews may be conducted in person, by telephone, or in writing. Individuals interviewed might include owners, occupants, local government officials, or others.
Assumptions
The scope of work described below is intended to be a reconnaissance-level effort; it is not intended to fully characterize or delineate the lateral or vertical extent of hazardous concentrations or environmental impact.
The Records review does not include Chain-of-title research and/or review.
Preliminary Site Assessment (PSA)
The current routes of SR 116 and 101 have been utilized throughout the period of leaded gasoline usage (1920s into the early 1980s). Use of leaded gasoline may have resulted in deposition of aerially deposited lead (ADL) along the roadways at concentrations that now exceed hazardous waste thresholds. Crawford will collect samples along the alignment to determine if aerial deposited lead is present.
Crawford proposes to collect soil samples for lead analysis at ten locations along the project alignment, five along each side of the street. At each sample location, discrete soil samples will be collected at depths of 0 to 0.5 feet, 1.0 to 1.5 feet, and 2.0 to 2.5 feet below ground surface. All soil samples will be analyzed for total lead; for budgeting purposes, we assume that thirty percent of the soil samples will require additional analysis for soluble lead (WET and TLCP methods). We further assume that ten percent of the soil samples will be analyzed for pH.
Soil samples will be collected using a hand auger to advance the sample boring and collect the soil samples. Soil samples will be delivered to the lab for analysis. Following receipt of all analytical data, Crawford will prepare a PSA report that includes, but may not necessarily be limited to, the following:
• Sample collections methods;
• Summary of analytical laboratory results;
• Comparison of analytical results to applicable hazardous waste limits; and • Maps documenting locations where samples are collected.

6.4 Caltrans Coordination, Studies, & Permitting
This task includes the engineering studies and supplemental reports that we expect to be required for project approval. These studies will likely be required to be prepared before the start of the development of PS&E and some will be prepared at the same time as we are developing PS&E for the project
6.4.1 Pre-Permit Screening & Meeting
We assume this Project will be subject to a Design Engineering Evaluation Report (DEER) process.
This is the applicable Caltrans process assuming the following bullets are all met with the project:
• Project has approved environmental document (Categorical Exemption/Categorical Exclusion, Negative Declaration, EIR, EIS etc.) or project is categorically exempted/excluded by CEQA and/or NEPA and has completed studies or public outreach. • Project only has a Single-Build Alternative
• Project does not require CTC action
• Project doesn’t involve any ROW conveyances from the Department to the local agencies (e.g. dedications, relinquishments, modifications to State ROW limits, etc.) • Project doesn’t require FHWA approval for Relinquishments or NPRCs involving a modification to the access control
• Project doesn’t involve construction of new structures or bridge widenings Upon initiation of Task 6, the Fehr & Peers Team will schedule and attend a meeting with Caltrans to verify the project is subject to a DEER process. At this meeting, we will present our approach to deliver the technical studies identified in below and clarify any scope of work and process related items necessary to secure Caltrans approval for the project improvements.
6.4.2 Design Engineering Evaluation Report
The Fehr & Peers Team will prepare the draft DEER document using the template provided by Caltrans on their website here: https://dot.ca.gov/-/media/dot-media/programs/trafficoperations/documents/encroachment-permits/ep-qmap-attachment-4-a11y.pdf It is expected that this will require the following supplemental studies to be included with our DEER:
• Vicinity and Location Map (prepared as part of this sub-task) • Plan Set (Developed as part of Task 6.3)
• Right-of-Way Data Sheet (assumes no right-of-way acquisition) Craig Scott, City of Cotati
September 21, 2022
• Initial Site Assessment (included below)
• Storm Water Data Report (included below)
• Environmental Document (Prepared by others)
In addition to the above required attachments, the following attachments may also be applicable:
• Geotechnical Report (including the Log of Test Borings, or LOTB) (included below) • Design Standard Decision Document
◦ While possible that this may be required, we do not see any potential design features that would require this document, and anticipate designing the project to be in compliance with all applicable Caltrans Design Standards, thus eliminating the need for this document/process
• Complete Street Checklist (prepared as part of this sub-task) • Transportation Management Plan (TMP) (included below) • Traffic Impact Report (TOAR, included below)
• Intersection Control Evaluation (included below)
• Cost Estimate (Included in Task 6.3)
6.4.1 Traffic Studies
Fehr & Peers will also prepare an Intersection Control Evaluation (ICE) report using data and analysis prepared as part of Task 3.2. the TOAR will include a narrative of the methodology, approach, and findings of our analysis. We will prepare a draft ICE and revise it based on one round of Caltrans comments.
Fehr & Peers will prepare a Traffic Operations Analysis Report (TOAR) using data and analysis prepared as part of Task 3.2. the TOAR will include a narrative of the methodology, approach, and findings of our analysis. We will prepare a draft TOAR and revise it based on one round of Caltrans comments.
6.4.2 Drainage Report
Mark Thomas will prepare a roadway drainage report in the form of a technical memo containing the required drainage report elements as required by Caltrans District 4 and submit it to the City and Caltrans for review. The report will include a delineation of existing and proposed drainage shed areas, calculations for proposed drainage conditions (based upon the Rational Method), and calculations for proposed pipe sizes, inlet locations, and outfall areas based upon proposed modifications to the existing drainage system within the project limits along SR-116 and within Craig Scott, City of Cotati
September 21, 2022
Caltrans operating right of way. This scope assumes that design storm tailwater Hydraulic Grade Line (HGL) information will be available from either Caltrans or the City for the purpose of calculating required changes to the drainage system.
Draft drainage calculations will be included with the 65% submittal and the draft and final drainage report will be submitted with the 95% and 100% submittals respectively. Mark Thomas will address and respond to comments received on each submittal. This scope assumes no trunk line drainage system modification will be required.
6.4.3 Storm Water Data Report
Mark Thomas will prepare a Storm Water Data Report (SWDR) in conformance with Caltrans SWDR guidelines to address post-construction storm water quantity and quality. This scope assumes a “long form” will be needed for the project. Mark Thomas shall prepare a draft and final SWDR. The SWDR will include a project risk level determination, storm water treatment sizing calculations including consideration of hydromodification, determination of disturbed soil area, impervious area calculation, and design checklists. The development of the SWDR and the permanent storm water treatment measures shall be coordinated with the development of the project drainage design concept. Storm water treatment measure calculations will be provided at 65%, and the draft and final SWDR will be submitted with the 95% and 100% submittals respectively.
6.4.4 Transportation Management Plan
Fehr & Peers will prepare a Transportation Management Plan (TMP) for the project, including the requirements set forth in the Caltrans Transportation Management Guidelines dated November 2015.
It is assumed that no utility relocations or right of way acquisition will be needed as a part of the project. We have also excluded the preparation of any utility certification, right of way certification, Design Standard Decision Document (DSDD), Risk Management Plan or maintenance agreement exhibits. These items can be prepared as a supplemental service if needed.

Task 6: Final Design & Permitting (Strategy C)
This task includes preparation of construction documents, (plans, specifications, and estimate, or PS&E) of a realigned West Cotati Avenue, a new traffic signal at the new SR116/West Cotati Avenue intersection, and widening of the roadway to accommodate turn lanes at the new tee intersection. This includes additional engineering studies required for Caltrans approval, and supplemental studies Caltrans will require before approving improvements in the state right-ofway. Under this Strategy we assume this project will be subject to an Encroachment Permit. If this strategy requires the elements of the DEER process, the supplemental engineering studies and Caltrans studies included in Strategy B may be required.
6.2 Construction Documents (PS&E)
