Subject: M-Group On-Call Environmental Services for West Cotati Avenue Realignment Mr. Housh,
I am pleased to provide this letter proposal to the City of Cotati for environmental services for the proposed West Cotati Avenue Realignment Project as part of our on-call support services. It is understood that the City of Cotati is pursuing design level drawings for the realignment of West Cotati Avenue connecting to Gravenstein Highway (SR 116) and is seeking technical studies for the City owned property and environmental review services for the proposed Realignment Project.
Under this contract, M-Group will provide environmental review services and oversee subconsultants conducting field surveys and preparing reports to inform the environmental analysis. Specifically, the services provided will consist of the following tasks:
Task 1: Project Management
• Ongoing Coordination, meetings, and correspondence
Task 2: Project Description
• Development of a CEQA compliant project description characterizing the scope of the roadway realignment
• Corresponding graphics
Task 3: Technical Studies
• Task 3.1 Cultural Resources Study to be conducted by Evans & De Shazo (Section 106 Compliant)
• Task 3.2 Biological Resources Analysis conducted by Monk & Associates (Preliminary Jurisdictional Delineation)
• Task 3.3 Phase I ESA conducted by Harris & Lee Associates (Compliant with ASTM 1527) Task 4: CEQA Analysis
• Preparation of the environmental analysis covering the realignment of W. Cotati Avenue at SR 116 to be incorporated into one or both of the development review projects currently in process on the north side of SR 116, where W. • Attend and support staff at public hearings including at least 1 meeting before the Planning Commission and 1 before the City Council
• Assistance with CEQA findings and input on staff report and resolution • Drafting CEQA noticing for filing
