Cotati City Council
Agenda Staff Report
Item type: REGULAR AGENDA (ACTION)
To: City Council
Subject: City Council Updated Team Building Proposal
Date: November 22, 2022
Written by: Damien O'Bid, City Manager
Recommendation
It is recommended that the City Council discuss the updated scope of work and provide verbal direction to staff.
Background
At the September 27, 2022, City Council meeting, the City Council agreed to agendize Councilmember Sparks’ request to discuss team building.
At the November 8, 2022 City Council meeting, the City Council provided feedback to staff that the proposed scope of work was too similar to the existing strategic planning process. The City Council requested that staff work with the consultant and see if the proposal could be amended to reflect the team building intent, rather than largely duplicating an existing planning process.
Analysis/Discussion
Staff reached out to all City Managers in Sonoma County to inquire about firms that run City Council team building efforts. Unanimously, Management Partners was recommended, with many having direct experience with this consulting firm.
Following the November 8, 2022 City Council meeting, staff continued to work with the consultant to further develop the scope of work as a team building effort, clearly distinct from the separate strategic planning process. The updated scope language is attached, which would replace the body of the work in Activities 1 and 2. The original scope language around developing agendas, summary reports, etc. would remain.
Financial Considerations
The proposed scope of work provided totals $15,900. This one-time expenditure would be funded with a budget adjustment for the General Funds - City Council Department – Professional Contract Services account. Although this requires new budgetary funds, the overall fund balance requirement would be offset by the reduction in budgeted election expense listing under General Funds - City Managers Department - Election Cost of $25,000.
If the City Council directs staff to proceed with the attached scope of work, the contract amount is within the City Manager’s contracting authority.
Environmental Issues
This action is exempt from the California Environmental Quality Act (CEQA) because it is not a project which has a potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, pursuant to CEQA Guideline section 15378.
