Cotati City Council
Agenda Staff Report
Item type: REGULAR AGENDA (ACTION)
To: City Council
Subject: Reorganization of City Council for Calendar Year 2023 Date: December 13, 2022
Written by: Damien O'Bid, City Manager
Recommendation
It is recommended The City Council elect a Mayor and Vice Mayor from among its members, to be effective December 14 until December 2023.
Background
Per the City Council Rules (City Council Policy 2021-01), following the certification of the election and seating of new Councilmembers, the Mayor and Vice Mayor will be elected by a majority vote of a quorum of the City Council. The City Council shall consider the election of the Mayor and Vice Mayor for a one (1) year term at the first regular meeting in December of each year.
Analysis/Discussion
After Mayor Landman steps down from the City Council, Vice Mayor Harvey becomes the Presiding Officer for the City Council re-organization. The typical process is to select the Mayor first and the Vice Mayor second. The current Vice Mayor typically becomes the Mayor for the following year. The councilmember that rotates to Vice Mayor is generally the councilmember that served as Mayor the longest ago followed by newer councilmembers in order of time on City Council, including any time on City Commissions. The new Mayor and Vice Mayor will assume their titles upon completion of the reorganization agenda item.
For convenience, below is a summary of the recent Mayor and Vice-Mayors.
Mayor Vice Mayor Year
Landman Harvey 2022
Moore Landman 2021
Skillman Moore 2020
Dell’Osso Skillman 2019

City Council appointments to City and regional bodies will be made at the first meeting in January 2023. The application for Planning Commissioners will be released in mid-December, with expected Planning Commissioner appointments at the second meeting in January.
Financial Considerations

Environmental Issues
The action of City Council reorganization does not constitute a project as defined by California Environmental Quality Act Guidelines Section 15378; therefore, no further environmental review is required.
