Cotati City Council
Agenda Staff Report
Item type: CONSENT CALENDAR (ACTION)
To: City Council
Subject: Agreement to Upgrade Water/Sewer SCADA System
Date: January 10, 2023
Written by: Damien O'Bid, City Manager
Recommendation
It is recommended that the City Council adopt a motion authorizing the City Manager to execute an agreement with TESCO to upgrade the City's water and sewer Supervisory Control and Data Acquisition (SCADA) system, including change orders up to the adopted project budget.

Background
The City operates a public water and sanitary sewer system, which provides safe drinking water to all residents and businesses within the City as well as safe and efficient conveyance of wastewater for treatment by the Laguna de Santa Rosa wastewater treatment plant. To efficiently control and monitor the status of the water and sewer systems, the City utilizes a Supervisory Control and Data Acquisition (SCADA) system, which is essentially a computerized control and monitoring system.

Analysis/Discussion
The City performed a major upgrade to it’s SCADA system, as well as the in-field telemetry and local control systems approximately 7 years ago. The computer servers and related equipment have reached the end of their service life and are beginning to experience maintenance issues and end of support.

The proposed scope of work (see attached) will build in the latest security architecture and systems, as well as improving redundancy and reliability. This includes replacing the SCADA servers and related security hardware, as well as placing the primary server in a space with longterm backup power, redundant internet access and regular system backups. The system will continue the current practice of having a “hot” fail-over server ready.

Financial Considerations
The approved FY 22-23 budget includes $260,000 for this planned infrastructure project, equally split between the water and sewer enterprises. No additional funding or appropriations are requested.

Environmental Issues
This action is exempt from the California Environmental Quality Act (CEQA) because it is not a project which has a potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, pursuant to CEQA Guideline section 15378.
