Cotati City Council
Agenda Staff Report
Item type: CONSENT CALENDAR (ACTION)
To: City Council
Subject: Acceptance of the 2023 Pavement Preservation Project Date: February 14, 2023
Written by: Craig Scott, Director of Public Works/City Engineer Recommendation
It is recommended the City of Cotati City Council adopt a resolution accepting the 2023 Street Preservation Project improvements, authorizing the City Clerk to file the Notice of Completion with the County Clerk, and authorizing the release of retention after the 35 day noticing period with no protests.

Background
The City’s Five-Year Capital Improvements Program includes a list of street paving projects. The paving projects are based on a Pavement Management Program (PMP), updated every two years, which guides the identification and prioritization of street pavement maintenance projects. The PMP provides strategies to prioritize the annual roadway projects based on their condition and treatment costs.

Pavement maintenance projects are a continued strategic prioritization of City Council in order to reduce the overall cost of street maintenance and repair into the future. This project was primarily funded using the Streets Improvements Lease issued in January of 2022 as well as the State Streets Road Maintenance and Rehabilitation Program Special Revenue Funds (RMRA).

The City has completed $5.7 million of roadway pavement work in the last two years and has made considerable progress improving the condition of its roadways. The 2023 Pavement Preservation Project (Project) is completed and presented for City acceptance.

Analysis/Discussion
The Project consists of pavement preservation treatments on the following streets: McGinnis Circle, Park Avenue, Jorgensen Street, Olsen Lane (public portion only), Ross Street, East Sierra Avenue, Chadwick Way, Dyquisto Way, Lipton Way, Lancaster Drive, Cervantes Ct., Maple Avenue, Alder Avenue, and Blodgett Street. On July 26, 2022, City Council awarded the construction contract to Pavement Coatings, Inc. A Notice-to-Proceed was issued with a construction start date of September 12, 2022.

The Construction Management and Inspection services were performed by 4Leaf Consulting Engineers. The contract work has been completed on schedule and within the authorized budget.

Final inspection was completed on October 31, 2022, and the work was determined to be substantially completed in accordance with the Project requirements and the City Engineer is recommending the Project for acceptance by City Council. Following City Council Acceptance, a Notice-of-Completion is to be filed with the County Recorder and, after thirty-five days, if no protests ae received, the City is to release the retention to the Contractor.

Financial Considerations
The total project cost of $832,345 (excluding design) is 10 percent below the already reduced budget. No additional funds are required and remaining encumbered funds will be released back to the fund balances.

Environmental Issues
The Project is Categorically Exempt under Section 15301 of the California Environmental Quality Act (CEQA) Guidelines as it consists of the repair and maintenance of an existing facility.
