City Council directed staff to remove wildfire preparation from Goal 2, keep it as an objective under Goal 3, and provide more detail under Goal 2 (Climate Change mitigation/adaptation) as objectives, include using the City Climate Action Plan for consistency and a separate adaptation objective.
Staff clarified that for public works, the following project was inadvertantly left off of the project list, but was proposed for FY 23-24 (provided adequate budget):
Add electronic marquee
The City Council provided the following additional direction and new projects be added to project lists, with priorities refined at the General Fund Study session.
Comments on Staff Proposed Projects:
Procurement revisions. If the joint effort with the County doesn't work out, look at our own options for incorporating DBE criteria in City contracting. Prioritize city entry signs (post mounted signs) over monument sign as first phase of work.
Continue human trafficking training of police personnel. For Hi-Low drills, send out mock emergency notifications at a neighborhood level to drill with specific evacuation directions.
Review available maps and other information from County (or other sources) on cellular and other broadband coverage to discuss next steps.
Additional Projects Proposed by City Council:
Provide Spanish translation of website pages that cover public safety, public health, and emergency information.
Develop "plexhousing"/single family housing (SB9) objective design standards, including looking at potential development incentives.
Investigate e-bike/scooter share program for Cotati.
Investigate different models of civilian oversight of police that could work in Cotati (cost/feasibility).
Need to analyze annual RIPA data and what it means for Cotati as well as emerging best practices in responding to RIPA findings.
Ensure that bike and pedestrian portions of projects are reviewed while in design by the Planning Commission acting as the Bicycle & Pedestrian Committee. Add Class 1 Bike Path maintenance to the City's pavement maintenance program, including the Laguna de Santa Rosa trail between East Cotati and Commerce Avenue.
