Recommendation
It is recommended that the City Council review letters of interest received and provide the Mayor with direction for voting at the upcoming Mayors' and Councilmembers' Association and City Selection Committee meeting.
Background
The City of Cotati is a member of the Sonoma County Mayors’ and Councilmembers’ Association and the Sonoma County City Selection Committee. Each body appoints members to various regional Boards and Commissions. The voting delegates from the City are the Mayor (primary) and Vice Mayor (alternate). If there are no letters of interest, the by-laws of the Sonoma County Mayors’ and Councilmembers’ Association allows for nominations from the floor at the meeting.
Analysis/Discussion
At its April 20, 2023 meeting, the Sonoma County Mayors’ and Council Members’ Association (SCMCA) Board of Directors and City Selection Committee will make appointment for the following vacated positions:
Board of Directors
1. ABAG Executive Board: 1 seat and 1 alternate (to fill the expired terms of Susan Hollingsworth- Adams, Rohnert Park and Stephen Zollman, Sebastopol) · Two letters received. One from Councilmember Susan H. Adams, Rohnert Park and One from Councilmember Stephen Zollman, Sebastopol for the Alternate seat
2. North Bay Division, Cal Cities, Executive Board: 1 seat & 1 alternate (to fill seat vacated by former Council Member Mike Healy, Petaluma and the vacant alternate seat, term expires two years from appointment)
· One Letter received from Mayor Susan Harvey, Cotati
3. Sonoma County Agricultural Preservation and Open Space District Citizens Advisory Committee: 2 seats (to fill expired terms of Brian Barnacle, Petaluma and Neysa Hinton, Sebastopol)
· Two letters received. One from Councilmember John Shribbs, Petaluma and Mayor Kevin McDonnell, Petaluma
City Selection Committee
1. Metropolitan Transportation Commission: 1 seat (to fill expired term of Council Member Victoria Fleming, Santa Rosa) (Per Gov. Code 66503(b), The City Selection Committee submits 3 names, and the appointment is made by the Board of Supervisors) · One Letter received from Councilmember Victoria Fleming, Santa Rosa
2. Airport Land Use Commission: 1 seat (to fill expired term of Sam Salmon, Windsor) (to be effective May 2023)
3. Golden Gate Bridge, Highway & Transportation District: 1 seat (to fill expired term of Gerard Giudice, Rohnert Park)
· One Letter received from Councilmember Gerard Giudice, Rohnert Park Financial Considerations
Not applicable.
Environmental Issues
This action is exempt from the California Environmental Quality Act (CEQA) because it is not a project which has a potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, pursuant to CEQA Guideline section 15378.
