Cotati City Council
Agenda Staff Report
Item type: REGULAR AGENDA (ACTION)
To: City Council
Subject: Appointment of Library Commissioner
Date: April 25, 2023
Written by: Kevin Patterson, Deputy City Clerk
Recommendation
It is recommended that the Mayor nominate a Cotati representative on the Sonoma County Library Commission and that the City Council adopt a motion to approve the Mayor's nomination.

Background
The Library Commission provides governance for the Sonoma County Library; establishes policy; sets goals and objectives; hires and evaluates the director; establishes and monitors the annual budget; signs necessary contracts; exercises such other powers, consistent with the law to foster the effective use and management of the library. Sonoma County residence is required and preference is generally given to applicants who reside within Cotati city limits. The term is for 4 years. The seat will be filled through appointment by the Mayor and ratification by the City Council.

Analysis/Discussion
The City Council appointed Rachel Parker at the October 27, 2020 regular city council meeting as a representative to the Sonoma County Library Commission, to serve the remainder of a 4- year term. Due to unforeseen circumstances Ms. Parker formally resigned her position leaving it open for new applicants to be considered for replacement.

The Library Commission opportunity was advertised in the Community Voice, on the marquee, and on the City’s website and social media. Two completed applications were received, from Jed Moffit and Cyan McMillan, which are attached.

The current appointment term will end in August, 2024.

Financial Considerations
There are no fiscal impacts to the City by filling the vacant Committee position.

Environmental Issues
Making appointments to a commission does not constitute a project under the California Environmental Quality Act.
