Recommendation
It is recommended that the City Council adopt a resolution approving the North Bay Theatrics 2023 Free Summer Theatre in the Park Series in La Plaza Park.
Background
North Bay Theatrics is a nonprofit children’s theatre company that has been a contracted program with the City of Cotati Recreation Department since 2013. They have hosted a Free Summer Theatre in the Park in La Plaza Park for the past two years. This year, they plan to host their third series, and add a fundraising component to their event. The events in the park have already been approved by the City Recreation Department, prior to this request to have items for sale during their events.
They are proposing to host this year’s Free Summer Theatre in the Park Series in La Plaza Park on Friday, June 23, Sunday, June 25, Friday, July 28, Saturday, July 29, Friday, August 25, and Saturday, August 26, 2023.
Analysis/Discussion
North Bay Theatrics has requested the following: 1) exclusive use of La Plaza Park; 2) food truck and vendor sales of food, beverages, and merchandise; and 3) live, amplified entertainment.
The event is a children’s theatre series proposed to take place in La Plaza Park, where they will have live theatre entertainment, plus food, drink, and merchandise vendors. All activities and vendors/food trucks will be set up and take place within La Plaza Park, with no street closures requested or needed.
This series of events is family friendly and free to the public to attend. The event will feature live theatre performances and vendors. North Bay Theatrics is requesting exclusive use of the park and bandstand for the following dates and times to allow for setup, breakdown, and cleanup.

North Bay Theatrics has a current insurance policy on file with the City.
Financial Considerations
The event organizer is a contracted program through the City Recreation Department. There will be no financial impact to the City by approving this updated event to allow for sales.
Environmental Issues
This action is exempt from the California Environmental Quality Act (CEQA) because it is not a project which has a potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, pursuant to CEQA Guideline section 15378.
