Cotati City Council
Agenda Staff Report
Item type:

To: City Council
Subject: Adoption of the Multi-Year Capital Improvement Plan Date: June 13, 2023
Written by: Craig Scott, Director of Public Works/City Engineer Recommendation
It is recommended the City of Cotati City Council adopt a resolution approving the Multi-Year Capital Improvement Plan.

Background
The City updates its Annual and Multi-Year Capital Improvement Program (CIP) as part of the annual budgeting process, which culminated at the May 23, 2023, adoption of the City’s Annual Budget. The adoption of the CIP is in accordance with Section III of the City’s Financial Principles and Policies that states: “the City will develop and maintain a capital improvement program (CIP) to be updated annually in conjunction with the operating budget.” Government Code section 66002 provides that the CIP shall be adopted by a resolution of the governing body of the local agency at a noticed public hearing and the City duly gave public notice of public hearing in the manner required by law.

Analysis/Discussion
City staff has prepared the attached fiscal years 2023/24 through 2027/28 Capital Improvement Program (multiple year Capital Improvement Plans), consistent with Section III of the City’s Financial Policies. Additionally, per Government Code Section 65401, on March 30, 2023, the Planning Commission reviewed all capital projects that will be planned, initiated or constructed during the ensuing fiscal years and determined conformity with the City’s General Plan.

The multiple year Capital Improvement Plans draws the highest priority projects from master planning documents (Water, Sewer, Streets (including the Bicycle and Pedestrian Master Plan, Local Road Safety Plan, Pavement Management Plan), Drainage, and Parks), which have included opportunities for public input and have been reviewed and accepted by City Council. The multiple year Capital Improvement Plan is to be updated and reviewed annually to reflect completed projects as well as changes to project schedules, priorities, the addition of projects, and include the most current projections of revenue to fund the projects on the list. The multiple year Capital Improvement Plans does not include master planned projects or infrastructure required by City planning documents to be constructed by private development as the City does not control the timing of those efforts.

Financial Considerations
The multiple year Capital Improvement Plans serves as both a financial and project planning document; and does not commit the City to expenditure of funds for specific projects. Separately, with the adoption of the fiscal year 2023/24 budget on May 23, 2023, the City Council has only approved and funded the projects identified in the first year of the multi-year capital plan.

Revenue sources used to finance the projects are identified in the CIP and represent the City’s best current projection of these revenue sources. These sources include the General Fund/Measure S, special revenue funds (including Gas Taxes, MTC Street, Traffic Mitigation, Park In-Lieu, Road Maintenance and Rehabilitation funds, and Community Development Block Grant funds), other grants or one-time funds and Water and Sewer Enterprise funds.

Environmental Issues
The action of adopting a multiple year Capital Improvement Plan does not constitute a project as defined by California Environmental Quality Act Guidelines Section 15378; therefore, no further environmental review is required.
