RESOLUTION NO.
RESOLUTION OF THE CITY OF COTATI CITY COUNCIL ADOPTING A LIST OF PROJECTS FOR FISCAL YEAR 2023-24 FUNDED BY SB1: THE ROAD REPAIR AND ACCOUNTABILITY ACT OF 2017
WHEREAS, Senate Bill 1 (SB1), the Road Repair and Accountability Act of 2017 (Chapter 5, Statutes of 2017) was passed by the Legislature and Signed into law by the Governor in April 2017 to address the significant multi-modal transportation funding shortfalls statewide; and WHEREAS, SB1 includes accountability and transparency provisions that will ensure the residents of Cotati are aware of the projects proposed for funding in our community and which projects have been completed each fiscal year; and
WHEREAS, the City must adopt a list of all projects proposed to receive funding from the Road Maintenance and Rehabilitation Account (RMRA), created by SB 1 by resolution, which must include a description and the location of each proposed project, a proposed schedule for the project’s completion, and the estimated useful life of the improvement; and WHEREAS, the City will receive an estimated $158,193 in RMRA funding in Fiscal Year 2023/24 from SB 1; and
WHEREAS, this is the 7th year in which the City is receiving SB 1 funding and will increase the scope of the City’s essential road maintenance and rehabilitation projects, safety improvements, and increasing access and mobility options for the traveling public beyond what otherwise would have been included in the project without SB 1; and WHEREAS, the City has developed the SB 1 project list following its Pavement Management Plan and has provided opportunity for public input at City Council meetings; and WHEREAS, the City used a Pavement Management System to develop the SB 1 project list to ensure revenues are being spent on the most high priority and cost effective projects that also meet the communities priorities for transportation investment; and WHEREAS, the funding from SB 1 will help the City maintain and rehabilitate 3,680, centerline feet of residential streets this year and similar sized projects into the future; and WHEREAS, the 2022 California Statewide Local Streets and Roads Needs Assessment found that the City’s streets and roads are in the “fair” condition category and this revenue will help us maintain the overall quality of our road system; and WHEREAS, the Fiscal Year 2023/24 streets project, funded by SB 1, is to rehabilitate portions of Gilman Ranch Road, Gravenstein Way, and Honor Place, and the pavement preservation is to consist of dig outs, crack sealing and slurry seal; and WHEREAS, the estimated useful life of the planned improvements is expected to be 6 years and the 2024 Street Improvements Project is anticipated to begin in September 2023 and extend through April 2024; and
WHEREAS, the SB 1 project list and overall investment in our local streets and roads infrastructure with a focus on basic maintenance and safety, investing in complete streets infrastructure, and using cutting-edge technology, materials and practices, will have significant positive impact into the future; and
WHEREAS, the City’s adopted FY23/24 budget has assigned the FY 23/24 RMRA funding to the Redwood Drive and Cypress Pavement Rehabilitation Project and is requesting authorization to reallocate the FY 23/24 RMRA funds to the 2024 Street Improvements Project; and
WHEREAS, the action of adopting a resolution to meet the State legislative requirements to remain eligible to use the SB 1 funding for routine street maintenance projects does not constitute a project as defined by California Environmental Quality Act Guidelines Section 15378; therefore, no further environmental review is required.
NOW THEREFORE BE IT RESOLVED THAT the City Council of the City of Cotati hereby finds the following:
