Recommendation
It is recommended that the City Council of the City of Cotati adopt a resolution approving the September 9, 2023 The Yard Market events in La Plaza Park.
Background
The Yard Markets is a small business makers market. They have had and have several upcoming events scheduled at Walnut Park in Petaluma. Their events typically feature 40-50 vendors selling local goods and gift items, food, and other commodities. Their event focus is to bring people together in a safe space to support Sonoma County small businesses.
They were approved to host three dates this summer in May, June, and July but due to scheduling conflicts, cancelled the June and July dates and are requesting to add a date on September 9, 2023.
Analysis/Discussion
The Yard Markets has requested the following: 1) exclusive use of La Plaza Park; 2) food truck and vendor sales of food and beverages; 3) live, amplified entertainment; 4) street closures of La Plaza between West Sierra Ave and Old Redwood Highway.
The event is a small business makers market event proposed to take place in La Plaza Park, where they will have a DJ with amplified music, food, and merchandise vendors. Vendors will be set up in La Plaza Park and on La Plaza St. between Old Redwood Hwy. and West Sierra Avenue, adjacent to the park. The event is expected to bring visitation to the City and its businesses.
This event is family friendly and free for the public to attend. The event will feature music and vendors between 11:00am-4:00pm. The Yard Markets is requesting exclusive use of the park, closed street/parking lot, and bandstand from 8:00am-5:00pm to allow for setup, breakdown, and cleanup. The event at La Plaza Park will be free of charge to attend. The event will include vendors and food trucks selling food, beverages, and merchandise.
The Yard Markets has reviewed the City’s insurance requirements and has indicated that they will provide adequate insurance. A Condition of Approval has been included which requires proof of insurance be supplied to the City before the event.
Financial Considerations
The event organizer is not a non-profit and did not request any fee reductions or waivers. In accordance with the Park Use and Special Event Policy, fees and refundable deposits are anticipated to be approximately $1,100 and $500 respectively and are detailed as follows:
$50 – Special Event Application Fee
$702 – Small Street Closure Fee
$350 – Large Event Resident Permit Fee
TOTAL FEE: $1,102 per event date
Special Event Refundable Security Deposit - $500
TOTAL DEPOSIT: $500 per event date
The fees received are expected to cover the staff time requirements to facilitate any street closures and noticing. Fees collected are subject to change.

This action is exempt from the California Environmental Quality Act (CEQA) because it is not a project which has a potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, pursuant to CEQA Guideline section 15378.
