WHEREAS, City of Cotati (City) municipal code Chapter 7.12 outlines the requirements for Licensing and Keeping of Dogs and Cats, including the requirements in sections 7.12.060 requiring the licensing of dogs and 7.12.200, requiring that the “Director shall keep a record of all licenses issued together with a description of the dog for which such license is issued.”; and WHEREAS, staff investigated and presented City Council with a report outlining the benefits of an online dog licensing program through a partnership with DocuPet Inc., and in coordination with the neighboring city of Rohnert Park, who also serves as the City’s animal shelter; and
WHEREAS, entering into this MOU for joint services between the City and the City of Rohnert Park would meet the City Council goal for Best-in-Class Community Service, which includes the objectives to participate regionally to benefit the City; and WHEREAS, the City in partnership with the City of Rohnert Park will share the benefits of the services provided by DocuPet, and the cost to the City is not anticipated to exceed $1,800 per year, which is considered fair and reasonable based on the respective number of licensed animals between each community; and
WHEREAS, the action of entering into an MOU does not constitute a project as defined by California Environmental Quality Act Guidelines Section 15378; therefore, no further environmental review is required.
NOW THEREFORE BE IT RESOLVED, that the City Council of the City of Cotati does hereby authorize the City Manager to execute the MOU to implement a joint animal licensing program with the City of Rohnert Park using DocuPet, in a substantially similar form as Exhibit A, subject to such revisions as may be approved by the City Attorney.
