RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COTATI APPROVING
AND AUTHORIZING THE CITY MANAGER TO SIGN THE SIDE LETTER
BETWEEN THE CITY AND THE COTATI POLICE OFFICERS' ASSOCIATION (CPOA) TO ADD THE POLICE RECORDS SUPPORT-ANALYST JOB
CLASSIFICATION AND ADOPT THE CORRESPONDING UPDATED FISCAL YEAR 2023/24 SALARY SCHEDULE.
WHEREAS, the Cotati Municipal Code and Personnel Rules empower the City Council to establish a compensation plan covering all classes of positions; and WHEREAS, during the budget approval process for fiscal year 2023/24, the City Council authorized adding a new position for the police department to address the need for a person who can assist with data extraction and analysis from the police record systems as well as assist with complex and time-consuming records requests; and WHEREAS, the City Council’s representative has met and conferred in good faith with representatives with the CPOA, resulting in a side letter of amendment to the Memorandum of Understanding (MOU) adding the Police Records Support-Analyst job classification, effective on November 15, 2023 if approved by the City Council; and WHEREAS, the City Council finds and determines that the side letter of agreement, attached to this resolution as Exhibit “A-1” (CPOA Side Letter) and “A-2” (Salary schedule), is appropriate and reasonable; and
WHEREAS, the action of authorizing the City Manager to sign the Side Letter with the CPOA and approving the amended salary schedule does not constitute a project as defined by California Environmental Quality Act Guidelines Section 15378; therefore, no further environmental review is required.
NOW THEREFORE BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF COTATI HEREBY:
1. Approves the attached side letter of agreement with the CPOA attached to this Resolution as Exhibit “A-1” and authorizes the City Manager to execute said side letter.
2. Approves the attached amended salary schedule as Exhibit A-2, effective November 15, 2023.
3. Finds that resolutions in conflict herewith are hereby superseded.
