Minutes - August 21, 2003
Planning Director Woltering also mentioned that the proposed unit has already been purchased and has been placed in storage pending the outcome of the planning review process. 6 Conimittee Member Fortier arrived at 4:52 p.m.

Planning Director Woltering recommended Preliminary Design Review approval subject to the suggested conditions of approval including an additional condition requiring that the final plan show the location of one guest parking space for each of the two units.

Chairman Kagan asked about any required setbacks between the units and how required building inspections will be handled. Planning Director Woltering explained that the proposed unit is actually one structure with two individual units on separate lots. The State of California will be responsible for required building inspections because of their jurisdiction over mobile home parks.

Chairman Kagan invited the applicant to make a presentation.

James Barrow, a resident of the mobile home park, represented the application. He informed the Committee that his participation in the process is due to forty-five years of experience in the mobile home industry. He confirmed that the addition of the two units will not increase the allowable 10 unit per acre density for the site. He had nothing further to add to the staff report.

Committee Comments:

Committee Member Fortier said that he liked the design of the proposed new mobile home unit and that it will improve the appearance of the park.

Committee Member Fortier asked the applicant about the roses that had been on the property and was told that many have died and that there are only two left. Their intent is to add to and improve the landscaping on the site.

Alternate Member Davis also liked the design of the new mobile home unit and concurred with the staff recommendations.

Gmmittee Member Stanley agreed and had nothing further to add.

Chairman Kagan said that the lot will be improved by having something placed on it. In response to an inquiry, the applicant informed him that the color rendering of the new unit shows it with a primer coat. Any exterior color can still be added.

While on the topic of the color of the unit, Planning Director Woltering asked for opinions from the Design Review Gmmittee on what colors would be acceptable in order to give some guidance to the applicant in preparing for final design review.

Alternate Member Davis said that he liked the gray and white that is shown on the computer rendering.

Commissioner Rock stated that the existing colors were fine, but questioned Mr. Barrow and received a response in regards to placing a tree in the front yard.

Lilian Paine Vahn, 22 Terrace .Drive, adjacent mobilehome owner and tenant of the mobilehome park, complimented Mr. Barrow, but questioned the lack of notification to occupants of the mobilehome park She also raised concerns regarding the maintenance of the new structures, road maintenance and the issue of a down power line and the lack of response she has received from PGE.

Additionally, Gmmissioner Hammond asked for clarification on the state's jurisdiction. Planning Director Woltering provided an overview of noticing procedures relative to mobilehome parks, stating that the actual owners of the mobile homes within the park are not notified, but rather the adjacent neighbor, however, in this case the individual mobile home owners should have been notified. Planning Director Woltering suggested notifying the individual mobile home owners for Final Design Review. Regarding the issue of maintenance, Planning Director Woltering stated that the State of California is responsible for overseeing maintenace, and offered to further discuss the issue with Ms. Vauhn and provide her with the necessary contact information.

Commissioner Hammond stated that the darker color sets in better.

Relative to colors, Planning Director Woltering asked that the Planning Gmission clarify its recommendation or even defer to the Design Review Committee.

In concluding their discussion relative to colors, Commissioners Pagnusat and Rock would defer the colors to the Design Review Gmmittee, while Commissioner Hammond preferred the darker colors to be included in the motion.

CITY OF COTATI

PLANNING AND BUILDING DEPT
June 16,2003
City of Cotati Planning
201 West Sierra Avenue
Cotati, CA 94931-4217
To Whom It May Concern:

This is a request for a site and design review asking for approval to add one additional spaces in the Country Side Mobile Home Park, Located at 425 West Sierra Avenue.

Cotati Municipal Code Title 17 Land Use Code Chapter 17.32 Mobile Homes Section 1 7.32.10. "Purpose and Establishment o f Mobile Home residential district.

After extensive study it was apparent the above does not contain criteria for additional spaces in a 50 year old Mobile Home Park that has been and will always be a Mobil Home Park.

This is a rare request. The last incident o f addition spaces happened in 1971 in a Park in Novato in Bell Marin Keys Mobile Home Park.

To adhere one hundred percent, the owners cannot come close, with a 50 years old park to Cotati's Mobile Home Park Codes and standard 17.32. It was written in the eighties to co-inside with the modern parks built in Rohnert Park during the seventies, with pools, spas, clubhouses and greenbelts.

The owners would not have 33 tenants move out and start from scratch. Confronted with higher operating costs and rent control. They have a need to utilize this open area that is not maintained because ofcosts.

The county will see more taxes and it will create more low cost housing to seniors. The average age in the park at this time is Seventy-Five.

Our request for one space does co-inside with the important requirements in Chapter 17.32.070. 1) Density will be 34 spaces and one small house on 4.74 acres. Far below the 10 to the acre the R2 zoning maximum.
2) The space will be 4968 sq. ft. over the minimum 2400. 3) The attached plans show all set backs exceed the minimums. 4) There is parking for 4 cars on the space and one guest parking provided.

Note: Notice house type roofing and eves.

The factory concept in the pictures showing stone work. Stone work is cost prohibitive. There will be approved mobile home porches and step railing awnings and skirting. The paint colors are optional.

The development of the space and set up of the Mobile units and operating permits falls under jurisdiction of the State Department of Housing and Community Development, Division of Codes and Standards.

The utilities for the new space will come off the existing services within the park. In accordance with the Department of Housing Codes and Standards Chapter 25 that covers development within Mobile Home Parks.

The attached pictures and drawings will show the location and elevations. The drawings are not to scale having used the County Recorders map o f the area. The measurements are correct.

The photos show a more pleasant look to the front of this address as you drive into or out of Cotati on West Sierra Ave. Much better than the weed covered empty lot.

I

ADDENDUM
I am J.L. Barrow, Applicant for the Owner. I was a friend of the Owner/Builder, Ernie Boni until his death. Ernie lived in the little house on the back of the lot. The front lot was his rose garden and lawn. He moved into Mobile Home when he sold the Park to a Mrs. White 14 years ago. She recently sold to Martin Levy's Group.

My wi fe and I have lived in this Mobile Park for 13 years. That lot has gone down hill because ofnot being cared for. We would welcome a new well designed improvement over the weeds and red rock gravel at the entrance to our Park. See pictures No. 5,6 and 7.

For 43 years I have been involved in the planning, designing, building, filling and owning o f Mobile Home Parks. Retired a consultant to the industry. Namely in Rohnert Park, Rancho Grande on Snyder Lane, Rancho Feliz on Old Redwood Hwy, Rancho Verdi on Rohnert Park Expressway and many more throughout California.

I may have stopped the first attempt to install the unit, when I told them they better check with the City Planning because I knew from experience a 20' set back would be required. At that time the dealer was marking off the location for the delivery and set up.

The Owner and Dealer got off on the wrong foot. Not having a clue of what it took to get these spaces. The dealers are used to setting up units on vacant spaces for years. The house is built and sitting in storage.

The Owners found out about my background, and asking me to help with this matter. Now I'm asking for your help to simplify this and help to improve the look on 425 Sierra Avenue, for all citizens traveling into and out of the City.

Note: As a resident o f Cotati, I o ffer my services at no cost to the City. Should you ever have a need for an educated opinion or advise concerning the Mobile Home or Manufactured Housing lifestyle.

Thank you,
Jim L. Barrow
