Cotati City Council
Agenda Staff Report
Item type: REGULAR AGENDA (ACTION)
To: City Council
Subject: REORGANIZATION OF CITY COUNCIL FOR CALENDAR
YEAR 2024
Date: December 12, 2023
Written by: Damien O'Bid, City Manager
Recommendation
It is recommended The City Council elect a Mayor and Vice Mayor from among its members, to be effective January 1 until December 2024.

Background
Per the City Council Rules (City Council Policy 2023-01), the City Council shall consider the election of the Mayor and Vice Mayor for a one (1) year term at the first regular meeting in December of each year. In election years, this follows the certification of the election and seating of new Councilmembers. The Mayor and Vice Mayor are elected by a majority vote of a quorum of the City Council.

Analysis/Discussion
The typical process is to select the Mayor first and the Vice Mayor second. The current Vice Mayor customarily becomes the Mayor for the following year. Selection of the Vice Mayor is generally determined by mayoral order, then time on City Council, including any time on City Commissions. This process has been followed to ensure a fair rotation and a meeting Chair (Mayor/Vice Mayor) that is experienced in managing public meetings.

On off election years, when there is continuity on the City Council, the new Mayor and Vice Mayor assume their titles January 1. On election years, where councilmembers rotate on/off the City Council, the new Mayor and Vice Mayor assume their titles upon completion of the reorganization agenda item. This is because the outgoing councilmember(s) may be the Mayor or Vice Mayor and unable to finish the year.

For convenience, below is a summary of the recent Mayor and Vice-Mayors.
