3. SCOPE OF WORK & SCHEDULE

SCOPE OF WORK
The following describes M-Group’s scope of work to complete a 15183 consistency analysis for the proposed CV2 Project:

TASK 1: PROJECT MANAGEMENT + KICK-OFF MEETING
Our team will be available throughout the environmental review process to correspond with city staff, and/or the applicant team (as appropriate), gather information, and address any concerns. Heather Gurewitz will serve as the Project Manager and primary point of contact for the City. She will provide routine updates on progress and oversee coordination of the environmental team. This task includes one kick-off meeting with City staff to finalize the scope, schedule, and budget. This task also includes routine and ongoing check-ins, progress updates, coordination, and general correspondence over the course of the project.

Task 1 Deliverables: Kick-off meeting detailing finalized project scope, schedule, and budget; kick-off meeting summary memo; bi-weekly status updates (via email or conference call) to keep the City informed of project progress.

TASK 2: BACKGROUND RESEARCH
M-Group will conduct a full review of all available information on the project site and vicinity including a records search of relevant documents, the history and past uses of the site, and applicable regulations. M-Group will provide recommendations to the City for notifying environmental agencies, any referrals, and support with the AB 52 consultation process.

Task 2 Deliverable: Memorandum outlining additional information or data needed to fill in identified gaps, if applicable.

TASK 3: PROJECT DESCRIPTION
M-Group will prepare a CEQA-compliant project description and coordinate with the City to confirm adequate scope and detail. The project description will describe the proposed project and include background and site history information, environmental and regulatory conditions, location graphics, and other pertinent project details. Prior to proceeding with the environmental analysis, M-Group will secure confirmation that the project description has been prepared to the City’s satisfaction and fully reflects the proposed project.

Task 3 Deliverable: Electronic version of the Administrative Draft Project Description including supporting graphics.

SCOPE OF WORK & SCHEDULE
TASK 4: TECHNICAL STUDIES

4.1 Technical Studies Review and Recommendations (M-GROUP) M-Group will thoroughly review studies submitted by the applicant team. We will notify the City and applicant of any additional data needs or clarification necessary to ensure that all technical studies are prepared utilizing appropriate modeling, methodology, and industry standards. M-Group will prepare a memo summarizing the technical studies and identifying any recommended revisions or clarifications. M-Group will incorporate results of the Technical Studies into the environmental document.

Task 4.1 Deliverables: A memo summarizing the results of the technical studies and any additional information or clarification required.

4.2 Air Quality, GHG Analysis, and Health Risk (ILLINGWORTH & RODKIN) Illingworth & Rodkin (I&R) will conduct air quality, GHG, and health risk modeling in accordance with BAAQMD recommended methodology for construction and operation. The analysis will rely on the California Emissions Estimator Model (CalEEMod) and the Environmental Protection Agency (EPA) AERMOD model. Results of the analysis will be integrated into the environmental document. I&R’s proposal is included in full in Appendix C.

Task 4.2 Deliverable: Air Quality and GHG Analysis prepared by I&R.

Task 4.3 Acoustical Analysis (ILLINGWORTH & RODKIN)
Illingworth & Rodkin will perform an Acoustical Analysis to document ambient noise conditions and provide recommendation to ensure that noise levels achieve 45 dBA for all habitable rooms and 60 dBA in private and shared recreational spaces. As part of the analysis Illingworth & Rodkin will measure ambient noise levels, calculate future noise levels, assess noise compatibility, and develop noise control recommendations. I&R’s proposal is included in full in Appendix C.

Task 4.3 Deliverable: Acoustical Analysis prepared by Illingworth & Rodkin.

Task 4.4 Cultural Resources (EVANS & DE SHAZO)
Evans & De Shazo (EDS) will evaluate the project site for Cultural and Tribal Cultural Resources relative to the 2016 Cultural Resources Report prepared by Origer & Associates. A review of site conditions and resources, as well as the regulatory context will be provided. An update to date database records search and literature review will be conducted. EDS will prepare a letter report summarizing results and recommendations related to cultural and tribal cultural resources.

EDS has also included two optional tasks in their scope of work, depending on the needs and outcome of the initial investigation and tribal consultation process. As an optional task 4.4a, EDS will be available to support the City with the AB 52 consultation process, as needed. Optional task 4.4b provides for an extended phase 1 (XPI) archaeological study, which includes test pit excavation, and report out on findings. EDS’ proposal is included in full in Appendix C.

SCOPE OF WORK & SCHEDULE
Task 4.4 Deliverable: Cultural Resources Study Report prepared by Evans & De Shazo.

Task 4.5 Focused Traffic Study (W-TRANS)
W-Trans will prepare a Focused Traffic Study for the proposed project. Traffic counts will be conducted for a 24 hour period on Alder Avenue and turning movements collected during peak am and pm hours. Recommendations regarding sight distances for ingress and egress at the site’s driveways will be provided, as well as an evaluation of adequacy for pedestrian, bicycle and transit facilities. The Project’s Vehicle Miles Traveled (VMT) generation will be calculated based on adopted standards. The draft Focused Traffic Study will be presented to the City for review. Comments received will be addressed prior to finalizing. W-Trans’ proposal is included in full in Appendix C.

Task 4.5 Deliverable: Focused Traffic Study prepared by W-Trans.

TASK 5: CEQA ANALYSIS
M-Group will prepare an Initial Study using a modified CEQA Guidelines Appendix G Environmental Checklist. The Initial Study will characterize the existing physical and regulatory setting, identify potential impacts, and provide documentation to support a CEQA determination.

For purposes of this proposal, it is presumed that M-Group will conclude that a General Plan EIR Consistency Review under CEQA Guidelines 15183 is the appropriate environmental document. M-Group will complete the analysis and provide an administrative draft to the City for review and comment. M-Group will address City comments on the administrative draft and prepare a public document for the City’s use. M-Group will post materials to the State Clearinghouse.

Task 5 Deliverables: Administrative Draft and Public Initial Study/15183 (electronic); and Submittal to SCH.

TASK 6: PUBLIC HEARINGS + CEQA NOTICES
Attendance at up to two public meetings is assumed as part of this scope of work. Additional public meetings will be charged on an hourly basis as needed.

M-Group will draft CEQA notices for the project and will post CEQA documents to the State Clearinghouse. It is assumed that the City will carry out all local noticing and filing requirements including with the County Clerk.
