RESOLUTION NO.
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COTATI APPROVING A
PROFESSIONAL SERVICES AGREEMENT WITH M GROUP TO CONDUCT CEQA REVIEW FOR THE COTATI VILLAE 2 PROJECT AND AUTHORIZING THE CITY
MANAGER TO EXECUTE A PROFESSIONAL SERVICES AGREEMENT AND ANY NEEDED AMENDMENTS UP TO AN AMOUNT NOT TO EXCEED $69,500 WHEREAS, the City has received a proposal for Cotati Village 2, a new development project (the “Project”) including 126 residential units and a 2,250-square foot commercial building, at 7515 Alder Avenue; and
WHEREAS, the City’s review of the proposed Project includes environmental review under the California Environmental Quality Act (CEQA); and WHEREAS, in November 2023, the City released a Request for Proposals for the needed CEQA review services, and received seven proposals from qualified consulting firms; and
WHEREAS, the proposal from M Group, the scope of work and cost proposal for which are attached to this resolution, proposed the lowest cost ($69,500) for the needed CEQA review services; and
WHEREAS, the City uses a cost-recovery system for review of private development projects, and therefore no cost will be incurred by the City for the Project’s CEQA review as all associated costs will be borne by the Project applicant; and WHEREAS, this action is exempt from the California Environmental Quality Act (CEQA) because it is not a project which has a potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, pursuant to CEQA Guideline section 15378.
NOW THEREFORE BE IT RESOLVED THAT the City Council of the City of Cotati hereby
1. Approves entering a Professional Services Agreement with M Group for CEQA review of the Cotati Village 2 project, and
2. Authorizes the City Manager, or designee, to execute the subject agreement and any needed amendments up to $69,500.
