RESOLUTION NO. XX
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COTATI AWARDING A
CONSTRUCTION AGREEMENT TO BAY AREA SIGN DBA ALOHA ELECTRIC
SIGN COMPANY FOR THE GATEWAY SIGN PROJECT
WHEREAS, the City maintains 12 entrance signs throughout the City and the City contracted with Merje to design the two-post entrance signs as well as monument signs; and WHEREAS, for the fiscal year 2023/2024, $83,000 was budgeted for the replacement of the Cotati Entrance Signs, and following completion of design, City put out a bid for the replacement of the twelve signs and subsequently added one additional sign during the bidding process; and
WHEREAS, on February 13th, 2024, 2 bids were received, and the apparent low bidder was Bay Area Sign DBA Aloha Electric Sign Company with a price of $68,900, and the high bid of $88,694.20, by Green Construction; and
WHEREAS, the low bid was reviewed and deemed responsive by Moe Engineering; and
WHEREAS, the City’s adopted FY 23/24 budget includes $83,000, for this project, and, accounting for the Design, Bid Assistance, Construction Management and Inspection Contract of $20,277, the Construction contract, direct costs, and contingency, the total requested project budget is $95,000, and, therefore, staff is requesting an allocation of unappropriated General Fund balance of $12,000 for the Project ; and
WHEREAS, the Project is Categorically Exempt from the California Environmental Quality Act (CEQA) under Section 15301 Existing Facilities as the signage constitutes minor alterations to existing facilities and under section 15311 accessory structures including signs.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Cotati that:
1. The above recitals are true and correct and incorporated herein by reference, and
2. Awards the Gateway Sign Project to Bay Area Sign DBA Aloha Electric Sign Company for an amount not to exceed $68,900, and
3. Approves an appropriation of unappropriated General Fund balance to the Project account of $12,000, for a total authorized not to exceed Project budget of $95,000, and
4. Authorizes the City Manager to execute the construction contract and any needed change orders or amendments to the construction contract or construction management, or design services agreements up to authorized budgeted amount.
IT IS HEREBY CERTIFIED that the foregoing resolution was duly adopted at a regular meeting of the City Council of the City of Cotati held on February 27, 2024, by the following vote, to wit:
