Vice Mayor Ford called the meeting to order at 6:00pm.

Staff Present: City Manger Damien O’Bid, Deputy City Clerk Kevin Patterson, Director of Administrative Services Angela Courter, Director of Community Development Noah Housh, Director of Public Works/City Engineer Craig Scott, Police Chief Chris Simmons (remote) Mayor Sparks announced that she was participating in the meeting via Zoom under the provisions of AB 2449, due to having a contagious illness.

5. STUDY SESSION
A. DISCUSS REVISED DEPARTMENTAL WORKPLANS FOR FISCAL YEAR 2024-2025 Presentation by City Manager Damien O’Bid.

Council requested that day to day tasks stay with the project lists, to provide a full picture of work, and to include hours with projects next year, rather than just FTE. Council also requested that water well structures be repaired/painted, and for the City to complete “Lights On” project, if possible, in FY 24/25.
B. BUDGET STUDY SESSION FOR GENERAL FUND FOR FISCAL YEAR 2024/25 Presentation by Director of Administrative Services Angela Courter.

Council requested staff to show budgeted FTE’s that are not used, compare City operations/costs with other cities, and to show capital costs on operations/revenue summary, in order to not provide a misleading idea that there are surplus funds.
