RESOLUTION NO. (XX)
RESOLUTION OF THE COUNCIL OF THE CITY OF COTATI APPROVING A
CONTRACT WITH CLOUDPERMIT, WITH ONGOING ANNUAL SUBSCRIPTION
COSTS TO PURCHASE AND IMPLEMENT AN ELECTRONIC PERMIT
MANAGEMENT SOFTWARE SYSTEM FOR THE COMMUNITY DEVELOPMENT
DEPARTMENT
WEHREAS, the Community Development Department has committed to a fully electronic permit review and management process to improve the customer experience, reduce impacts on the environment and generally move the department into contemporary best practices; and
WHEREAS, the City has included the purchase and ongoing subscription costs into its annual budgeting process and the funding is anticipated to be available to support this effort; and WHEREAS, after researching potential municipal permitting software solutions and interviewing three separate companies, the Community Development Department has decided to implement Cloudpermit permit management software as the most appropriate.
NOW THEREFORE BE IT RESOLVED, that the Council of the City of Cotati does hereby:
1. Find that the purchase of Cloudpermit software services is a general policy making activity and there is no possibility that implementation of this decision will have significant effects on the environment. This action is exempt from California Environmental Quality Act (CEQA) review because there is no possibility that the activity may have a significant impact on the environment.
2. Approve the contract with Cloudpermit for the purchase of municipal permit management software for a total initial contract of $50,500, including implementation and three years of subscription services.
3. Authorize the City Manager to make minor modifications to the contract when finalizing the agreement that do not materially increase the City’s obligations.
