RESOLUTION NO. (XX)
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COTATI ADOPTING
AN UPDATED ENVIRONMENTALLY PREFERED PURCHASING POLICY
WHEREAS, Senate Bill 1383 (SB 1383) also known as the Short-Lived Climate Pollutants Reduction Act, which set statewide targets to reduce the disposal of organic waste by 50 percent by 2020 and 75 percent by 2025; and
WHEREAS, to achieve these goals, public agencies, including the City of Cotati, are required to meet an Annual Procurement Target for recycled organic materials such as compost or mulch, based on population; and
WHEREAS, as part of the regulation's implementation, it is required to adopt a procurement policy that complies with the obligations set out by SB1383; and WHEREAS, in 1992, the City adopted a source reduction and recycling procurement policy (Policy 1992-01) via Resolution 92-69; and
WHEREAS, City Staff derived the proposed policy from the model procurement policy provided by Cal Recycle, the regulatory agency monitoring compliance with SB 1383; and WHEREAS, the action of approving the environmentally preferred purchasing policy does not constitute a project as defined by California Environmental Quality Act Guidelines Section 15378; therefore, no further environmental review is required.
