Agenda Staff Report
Item type: CONSENT CALENDAR (ACTION)
To: City Council
Subject: ADOPTION OF RESOLUTION CALLING A GENERAL
MUNICIPAL ELECTION FOR NOVEMBER 5, 2024 AND

REQUESTING CONSOLIDATION WITH STATEWIDE

ELECTION
Date: July 9, 2024
Written by: Kevin Patterson, Deputy City Clerk
Recommendation
It is recommended that the City Council adopt a resolution calling a general municipal election for the election of municipal officers to be held on November 5, 2024, and request the Board of Supervisors of the County of Sonoma to consolidate said election.

Background
The proposed resolution calls a general municipal election for November 5, 2024 for the election of three members of the City Council and requests the Sonoma County Board of Supervisors to consolidate the City’s election with the statewide general election pursuant to California Elections Code §10403 and Cotati Municipal Code §1.10 (Elections).

Analysis/Discussion
The recommended action is pursuant to Cotati Municipal Code §1.10.010 which sets the general municipal election date, as well as California Elections Code §10403, which sets forth regulations for the consolidation of elections. The action to call a municipal election must be taken at a regular meeting of the City Council.

Financial Considerations
The Sonoma County Registrar of Voters has estimated the cost of the 2024 election for three Councilmembers at $2.00 - $6.00 per registered voter, of which there are 4,962 in Cotati, for a total of $11,413-$34,238. Note that this estimate is for the election of Councilmembers only.

Environmental Issues
The action of calling an election does not constitute a project as defined by California Environmental Quality Act Guidelines Section 15378; therefore, no further environmental review is required.
