Cotati City Council
Agenda Staff Report
Item type: CONSENT CALENDAR (ACTION)
To: City Council
Subject: APPROVAL OF THE REVISED MOU FOR THE COTATI
POLICE MANAGERS ASSOCIATION (2024-2029)
Date: June 11, 2024
Written by: Damien O'Bid, City Manager
Recommendation
It is recommended that the City Council adopt a resolution approving the revised MOU for the Cotati Police Managers Association, beginning on July 1, 2024 through June 30, 2029.

Background
The Cotati Police Managers Association (CPMA) current has a 5-year memorandum of understanding (MOU) that expires on June 30, 2024. The MOU is the collectively bargained labor agreement for police sergeants.

The City has been negotiating with the CPMA since May of 2024 and has reached a tentative agreement, subject to City Council approval. The CPMA membership has unanimously ratified the tentative agreement.

Analysis/Discussion
Below is a summary of the changes to the CPMA MOU.

Sworn Uniform Allowance
• Increase from $800 to $1,000 per year, in line with changes to the unrepresented group and Cotati Police Officers Association (CPOA).

Floating Holiday Hours
• Adds non-cashable floating holiday hours, in line with the Cotati Employees Association.

Floating holiday hours do not accrue and must be taken each fiscal year. Twenty seven (27) hours are granted each fiscal year until the employee has reached 10 years of service with the City, at which point the floating holidays drops to eighteen (18) hours each year to reflect the higher vacation accruals.

Bilingual pay
• $150/mo (Proficient), $300/mo (Fluent), which is comparable to the similar benefit in other nearby agencies.

MOU Term
• 5 years
Shift Differential
• 5% for regular time worked from 7 pm to 7 am, which is comparable to a similar benefit in other nearby agencies.

Salary/COLA
• Equity spread sets the top step sergeant at 15% above the top step corporal base salary (no special assignment pay included.)
• COLA
o 2.5% per year, due to indexing to the CPOA corporal.

Financial Considerations
The estimated annual and total 5-year costs of the proposed MOU amendments are indicated below. These are additional costs only, not existing “baseline” costs.

FY 24-25 FY 25-26 FY 26-27 FY 27-28 FY 28-29 TOTAL 5

YEAR COST
$36,320 $69,729 $81,576 $92,695 $104,093 $384,413
These costs do not include the proposed change to Floating Holiday Hours and the related overtime and other salary costs it will create for additional shift coverage. Bilingual pay costing assumes 3 fluent, 3 proficient.

The proposed compensation is in-line with the median total compensation with the comparable agencies used by the City (Cloverdale, Sebastopol, Healdsburg, Calistoga, St. Helena).

Environmental Issues
This action is exempt from the California Environmental Quality Act (CEQA) because it is not a project which has a potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, pursuant to CEQA Guideline section 15378.
