Agenda Staff Report
Item type: CONSENT CALENDAR (ACTION)
To: City Council
Subject: ACCEPTANCE OF THE GATEWAY SIGN PROJECT
Date: August 13, 2024
Written by: Craig Scott, Director of Public Works/City Engineer Recommendation
It is recommended the City Council of the City of Cotati adopt a resolution accepting the Gateway Sign Improvement Project, authorizing the City Clerk to file the Notice of Completion with the County Recorder, and after 35 days with no protests, release the construction contract retention.
Background
In 2021, a design concept for new entrance signs and monument signs was approved by the City Council. The signs were split into different projects to be completed over several years. The trail signs and kiosks have been installed, with the interpretive panels planned for installation later this year. The subject project is for the installation of signs at each of the road entrances to the City.
Analysis/Discussion
On February 27, 2024, City Council awarded the construction agreement for the Gateway Sign Project to Bay Area Sign DBA Aloha Electric Sign Company. Field work began on the installation on June 10, 2024, and a final inspection was conducted on June 28, 2024, and the City Engineer has determined the work has been completed in accordance to the project documents. Construction Management for the Project has been conducted by Moe Engineering.
The work has been completed on schedule and within budget with no change orders. The City Engineer is recommending the Project for acceptance by the City. Following City Council action, a Notice of Completion is to be filed with the County Recorder and after thirty five days, provided there are no protests, the City is to release the retention to the Contractor.
Financial Considerations
On February 27, 2024, City Council approved a total Project budget of $95,000. The construction contract had no change orders (a total of ($68,900) and the Construction Management Professional Services Agreement is estimated to leave $10,000 unspent. Remaining unspent funds of $26,100 will be returned to the unappropriated General Fund balance.
Environmental Issues
This action is found to qualify for a Class 2 Categorical Exemption under CEQA Section 15302 in that the project consists of replacement or reconstruction of existing structures and facilities where the new structure/facility will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced.
