Subject: ADOPTION OF THE REVISED CITY-WIDE SALARY
SCHEDULE FOR FISCAL YEAR 2024/25
Date: September 10, 2024
Written by: Angela Courter, Director of Administrative Services Recommendation
It is recommended that the City Council adopt by resolution the revised fiscal year 2024/25 salary schedule, as updated per the current City labor agreements.
Background
The City Council and staff believe that our citizens have a right to full transparency with respect to public information, including the wages and benefits received by City employees and elected officials. To that end, salary schedules and labor agreements are available on the City’s website.
For transparency as well as effective and efficient financial reporting, the City Council previously adopted the annual salary schedule for fiscal year 2024/25, using the adopted labor agreements in effect as of July 1, 2024, and revised for the labor agreements adopted July 9, 2024.
Analysis/Discussion
The City of Cotati has three separate bargaining units; the CEA, the Cotati Police Officers Association (CPOA), and the Cotati Police Management Association (CPMA), as well as the Non-Represented group and a single employment agreement with the City Manager. The salary schedule implements the existing approved memorandum of understanding with each group or contract.
With the completion of negotiations for the CPMA and CPOA, staff are proposing an adjustment for the Police Lieutenant position due to impaction from the Sergeant classification. The salary schedule presented provides an increase of 5% on Step E. If adopted, the increase would be in effect at the start of the next full pay period (September 21, 2024).
Financial Considerations
There is no additional fiscal impact associated with the approval and publishing of the salary schedule, as the changes have already been included within the fiscal year budget.
Environmental Issues
The action of approving the salary schedule does not constitute a project as defined by California Environmental Quality Act Guidelines Section 15378; therefore, no further environmental review is required.
