PROFESSIONAL SERVICES AGREEMENT FOR THE
SIDEWALK GAP CLOSURE PROJECT
Date: September 24, 2024
Written by: Craig Scott, Director of Public Works/City Engineer Recommendation
It is recommended the City of Cotati City Council adopt a resolution awarding the Sidewalk Gap Closure Project (Project) to Zara Construction, approving a Construction Management and Inspection Professional Services Agreement with Green Valley Consulting Engineers, and authorizing the City Manager to execute the agreement and any needed change orders or amendments to supporting professional agreements up to the authorized Project amount.
Background
The City has five projects on the Sonoma County Transportation Authority’s Cycle 1 Funding Program. The Funding Program capitalizes on funding opportunities by best matching agency projects with available funding sources. One of the funding programs is Go Sonoma, a Countywide sales tax to fund roadway improvements. Go Sonoma provides 12 percent of the sales tax revenue for Build Bikeways and Pathways projects. The City’s Sidewalk Gap Closure Project, one of the City’s five projects in the Cycle 1 Funding Program, is included in the first year (FY24/25) of the Build Better Bikeways and Pathways Program to receive $500,000.
Analysis/Discussion
The Project is to construct sidewalks to close gaps at five locations in the City. On December 12, 2023, the City approved a design contract for the Project with Bellicci and Associates. During design, City Staff and the consultants held two public workshops to receive input from the public on the concept design at the original ten locations. Input from the workshops, cost considerations, and environmental review reduced the number of sections from ten to five.
Clifford and West Cotati Avenue (nearest Hwy 101) were removed after concerns were expressed by the residents, Valparaiso Avenue was removed due to its high cost, and the Section along West Sierra Avenue near Water Road was removed due to the need for additional environmental review because of its proximity to Cotati Creek.
The design was completed and the project advertised for bidding and bids were opened on August 27, 2024. Two bids were received: one from Zara Construction for $687,510 and the other from Ghilotti Bros, Incorporated for $1,458,988. The Engineer’s Estimate is $700,700. To stay within the Project’s approved budget, Staff decided to remove Site 1 (West Cotati Avenue) because the cost of that segment aligned with the needed cost reduction. Additionally, the W School Street segment is a high priority expressed by the community because of it’s linking the School Street tunnel with existing pathways extending to the Thomas Page Academy. The Project’s schedule after award is to process the contract documents by early October and mobilize for construction by mid to late October. The contractor has 40 working days to complete the work, exclusive of rain delay days. Weather permitting, the project could be complete by early January.
In August of this year, in response to a Request for Qualifications, Engineering Staff received Qualifications for Professional Services including Construction Management and Inspection.
After review of the proposals, Staff determined Green Valley Consulting Engineers to be the most qualified to provide Construction Management and Inspection services for the Project. Staff requested, and Green Valley Consulting Engineers provided, a proposal for Construction Management and Inspection Services for the Project. City Staff reviewed the proposal, finds it to be fair and reasonable and recommends it for approval.
Financial Considerations
The City’s adopted Fiscal Year 24/25 Budget includes the Sidewalk Gap Closure Project with a FY24/25 budget of $735,000, which consists of the $500,000 Go Sonoma funds and $235,000 of the City’s General Fund. Additionally, there is carryover contract with Bellecci and Associates of $34,018 for the tasks to complete engineering support during construction. The Construction contract and Construction Management and Inspection agreement total $621,475. This leaves $79,507, for contingency.
Environmental Issues
The potential impacts of the proposed project were analyzed and addressed to a less-thansignificant level in the Cotati General Plan Update EIR (SCH# 2013082037), which was certified by the Cotati City Council on March 24, 2015, and the California Environmental Quality Act (CEQA) Guidelines Section 15183 allows a streamlined environmental review process for projects that are consistent with the anticipated circulation improvements established by existing land use regulation, adopted Public Works Development Standards and General Plan policies for which an Environmental Impact Report (EIR) was certified.
