Background
Local Roadway Safety Plan
In November 2021, the City of Cotati City Council adopted a Local Roadway Safety Plan (LRSP) that documented a framework and toolbox for the City to identify priority road safety improvements by performing collision analysis, identifying safety issues on Cotati’s Streets, and developing citywide systemic, as well as location-specific, countermeasures. The LRSP process documented an assessment of historical collision trends and patterns, identified systemic Citywide collision patterns, established a framework and toolbox for countering those collision patterns, and ultimately developed a list of recommended countermeasures and priority projects to address these issues. The LRSP identified the SR116/West Cotati Avenue intersection as a high collision rate intersection with the 7th highest collision rate in the city. The LRSP recommended the realignment of West Cotati Avenue and the installation of a traffic signal to address these documented crashes.
Active Transportation Plan
The City recently adopted their 2024 Cotati Active Transportation Plan (ATP) as a component of the Sonoma County Transportation Authority‘s (SCTA’s) 2025 Countywide Active Transportation Plan (Countywide ATP) effort. As part of a regional effort, this plan focuses on improving active transportation connections within the city and creating low stress connections to surrounding jurisdictions such as Rohnert Park and Sonoma County. The Cotati ATP is also a stand-alone document to be used by the City of Cotati to guide the implementation of local projects and programs and document city policy. This process has included seeking additional public input, analyzing readily available data, and working with staff to determine opportunities for improved pedestrian and bicycle infrastructure citywide. The ongoing ATP effort included data and community input that has informed the specific improvements the City proposes for this stretch of SR116.
Ongoing Development Applications
The City is currently working with several property owners in the vicinity of the SR116/West Cotati Avenue intersection to develop parcels adjacent to and near SR116. The City intends to advance the design development of these improvements as shown in the 35% plans and will be working with the development groups as part of their application review to ensure the proposed improvements are coordinated with any frontage improvements proposed as part of these private development efforts.

Project Description
The project includes widening State Route 116 (SR116) from approximately 500 ft west of Alder Drive to Redwood Drive in Cotati, CA to provide dedicated left and right turn lanes and a median separating eastbound and westbound directions of travel. Along the corridor, the project includes the installation of a Class I shared-use pathway on the north side of SR116, an accommodation for the installation of buffered Class II bicycle lanes in both the eastbound and westbound directions, and a raised median. The improvements include retaining one through lane of travel in both directions, with dedicated left turn pockets at intersections. The project includes the reconfiguration of the existing SR116 and West Cotati Avenue intersection to address documented crash history and improve access and safety of all modes at the intersection.
Proposed features at the reconfigured SR116/West Cotati Avenue intersection include the realignment of the southern leg to create a tee intersection, adding exclusive protected turn lanes, providing sidewalks and pedestrian and bicycle crossing treatments, and installation of a new traffic signal system to facilitate safe and efficient multimodal access and operations. The project area and proposed realignment of West Cotati Avenue is shown on the following page.
Design Considerations
SR116 is a Caltrans facility, effectively serving as a portion of the SR116 corridor that transitions the rural highway nature of the roadway to the west to the downtown Cotati area to the east. As such, our design effort has followed the applicable design standards that apply to Caltrans-owned facilities. This section documents the design treatments, providing a summary of the decisions and bases for the application of Caltrans design criteria, and references to other industry guidance documents.
Applicable Design Standards, Documents, Plans
The following includes the applicable design standards this project design is based upon. • Caltrans Highway Design Manual 7th Edition (HDM)
• California Manual on Uniform Traffic Control Devices 2014 Revision 7 (MUTCD) • Caltrans Standard Plans (2022)
• Caltrans Standard Specifications (2022)
• Caltrans Design Instructional Bulletin 89.02
• Caltrans Design Instructional Bulletin 94
• City of Cotati Municipal Code (specifically Section 11.11.101 related to Roundabout prohibitions)

Roadway Context
State Route 116 is a Caltrans-owned facility and therefore is designed to comply with the HDM.
It is classified as a Conventional Highway (HDM Chapter 60, Section 62.3) and subclassified as an urban arterial based on the existing and proposed highway context (HDM Chapter 100, Index 101.1). These classifications inform design decisions for roadway access and design speeds.
Roadway access is at-grade and accommodates local access to adjacent land uses and roadways.
The design speed for the roadway is between 40-60 mph (HDM Table 101.2).
Currently, SR116 is two lanes and has a posted speed limit of 45 mph through the project area.
The speed limit is reduced to 35 mph for eastbound traffic on approach to the intersection with Redwood Drive. East of the project area, SR116 is four lanes and has a posted speed of 35 mph as it enters a more densely developed area. West of the project area it is two lanes and has a posted speed of 45 mph with driveway access to adjacent properties and local roadway access.
West Cotati Avenue is a locally owned and maintained roadway and primarily serves local traffic.
The design speed for this roadway is 25 miles per hour. It is currently a skewed side-street stopcontrolled tee intersection with SR116. It provides access to a residential neighborhood south of SR116.
North of SR 116, there is a new roadway proposed that would serve as access for the two new development projects. This road, referred to as the Northern Access Road, would be wide enough for a travel lane in each direction, class II bicycle facilities, and a southbound left turn lane. The current design does not include any striping as the sizing of these features would be determined as part of the development project development and their conditions of approval.
Ongoing Development Developments
The two properties north of SR116 in the project area are currently being studied for new development. Both properties have had easements established as part of previous development applications, as well as an easement for a new roadway connection between the two parcels, along the proposed realignment of West Cotati Avenue. As part of this design development effort and discussions with City staff, both development projects are expected to refine their proposed easements to be compatible with the proposed project improvements.
Traffic Signal Warrants
Chapter 4C of the MUTCD includes a description of studies and factors for justifying traffic control signals. The LRSP included the recommendation of a realignment and signalizing the intersection to address safety issues but did not conduct a traffic signal warrant study. The Traffic Impact Study (TIS) for the proposed development northwest of the proposed realigned intersection, referred to as Cotati Villages Phase 1 (CV1), did conduct a traffic signal warrant study for the Craig Scott, City of Cotati

intersection. The TIS stated that the Peak Hour Volume Warrant would be expected to be met by approximately 2030 without the proposed CV1 development or would be warranted once the proposed development project was installed and occupied.
Caltrans requires the completion of an Intersection Control Evaluation (ICE) as part of the process when evaluating new traffic signals along the state highway system. We recommend the City initiate the Caltrans ICE process to validate the proposed Project configuration and intersection control device as part of the next phase of project design development, which is anticipated to be a requirement for the Caltrans approval process.
Geometric Roadway Design Elements
The following subsections describe the basis of design for the three roadways that are included as part of the project area (SR116, West Cotati Ave, and Northern Access Road) and the three intersections (SR116/Alder Ave, SR116/West Cotati Ave, and SR116/Redwood Drive). The subsections document geometric design decisions and applicable standards, references, and guidelines. We provide qualitative justification for elements which are not required through state and federal standards.
State Route 116 (Gravenstein Highway)
Roadway Geometry (Corridor)
The proposed design impacts SR116 from approximately 350 feet to the west of Alder Avenue to the east side of the intersection of Redwood Drive. The design conforms to existing conditions to the west and east of this section of the roadway. The design proposes to maintain one through lane in both directions with turn pockets for warranted movements. • Alignment: widening occurs to the north and south holding the center of the existing Right-of-Way.
• Lane widths: 12 ft, including right turn and left turn lanes no exceptions (HDM Chapter 300, Index 301; HDM Chapter 400, Section 405.3)
• Raised Median: 6-ft concrete median included based on preference from City staff to support roadway safety (FHWA Proven Safety Countermeasures) • Left Shoulder: 2 ft where curbed medians are present (CA HDM Table 302.1) o Conform to existing: left shoulder is not applicable for 2-lane undivided highways.
• Right Shoulder: 8 ft where curbed medians are present (CA HDM Table 302.1) o Class II Bicycle Facility: Eastbound shoulder is repurposed as a Class IIB bike facility based on preference for parallel facilities, providing bicycle access to the south side from City Staff (HDM Section 301.2)
• Left Turn Lane Length: 375 ft + 50th percentile queue (CA HDM Table 405.2B) for 45 mph roadway
Craig Scott, City of Cotati
June 4, 2024
• Channelized Right Turn Length: (HDM Chapter 400, Table 405.2B for design speed of 45mph)
• Approach Taper Length: 90 ft
Class I Shared-Use Path
The proposed design includes a shared-use trail along the north side of SR116 from Alder Ave to Redwood Drive.
• Width: 14 ft, including 2 ft shoulders on either side (HDM Chapter 1000, Section 1003.1 Class I bikeways)
• Alignment: Northern edge aligns with Cotati Village Sidewalk Easement • Separation from Roadway: The path maintains at least 5 ft of separation and up to 23 ft of separation depending on available easements and the width of the roadway. (HDM Chapter 1000, Section 1003.1)
• Conform to existing (east): The path conforms to existing sidewalk east of the property line of China Village
• Conform to existing (west): The path terminates at Alder Ave. Design does not preclude extension of the path to the west of Alder Ave.
West Cotati Avenue
The proposed design impacts West Cotati Ave from SR116 to Gilman Ranch Road. • Lane Width: 10 to 11 ft
• Realignment: Roadway curvature to create a four-legged, orthogonal intersection.
Center line aligns with property line on the north side of SR116. • Realignment Horizontal Curve: Radius is no less than 100 ft. • Bike Facilities: Class IIB buffered bike lanes, northbound and southbound ◦ Width: 8 ft (6 ft bike lane with a 2 ft buffer).
• Sidewalks: sidewalks included on both sides of the road ◦ Width: 10 ft
◦ Tree wells: 5 ft x 5 ft
Northern Access Road
The proposed design does not include striping for the Northern Access Road north of the intersection with SR116. The following assumptions inform the designed width of the roadway and the striping through the intersection. Striping will be developed through the design of adjacent housing developments.
• Alignment: Center of future roadway aligns with existing property line. • Lane Width: 10 to 11 ft
Craig Scott, City of Cotati

• Bike Facilities: Class IIB buffered bike lanes, northbound and southbound ◦ Width: 8 ft (6 ft bike lane with a 2 ft buffer)
• Sidewalks: sidewalks included on both sides of the road ◦ Width: 10 ft
◦ Tree wells: 5 ft x 5 ft
SR116/Alder Avenue Intersection
The intersection of Alder Ave and SR116 has been designed to not preclude movements from adjacent driveways and to potentially accommodate an eastbound left turn lane if volumes warrant it.
SR116/West Cotati Ave/Northern Access Road Intersection Intersection Control
The proposed design introduces a fully signalized, four-legged intersection. The pole location and signal head configuration are based on the CA MUTCD. Signal phasing is described in the “Proposed Traffic Signal Phasing” section of this report.
East Leg SR116
• Lane Configuration: Westbound right turn lane, through lane, and left turn lane.
Eastbound through lane.
• Westbound Right Turn Lane: Forecasted volumes generated by the proposed developments warrant a right turn lane (see Traffic Forecasts and Operations section for details)
o Length: Approximately 300 ft to accommodate deceleration and storage • Westbound Left Turn Lane: Recommended by the LRSP to reduce injury collisions. o Length: Approximately 300 ft to accommodate deceleration and storage West Leg SR116
• Lane Configuration: Eastbound through-right lane, and left turn lane. Eastbound through lane.
• Eastbound Through-Right Lane: Vehicle volumes turning right to access West Cotati Avenue do not warrant a right turn pocket (see Traffic Forecasts and Operations section for details)
• Eastbound Left Turn Lane: Desirable to allow for protected left turn phase. o Length: Approximately 500 ft to accommodate deceleration and storage • Bicycle Facilities: Class II Bike facility remains along the edge of the roadway (compatible with through-right turn lane).

Intersection 3 – Redwood Dr and SR116
The proposed design for this intersection maintains existing lane configurations and signal configurations, striving to conform to existing conditions on the east and west side of the intersection. Changes to the existing design are confined to the following:
• Class II Buffered Bike Lane: The eastbound buffered bike lane is continuous to the intersection, repurposing the existing excess width of the eastbound through-right lane. • Bike Crossing: Green cross-bike markings connect existing Class II bike lanes along SR116 (east of Redwood Drive) to proposed bike facilities and Class I path west of Redwood Drive.

Future Forecasted Travel Demand
The Sonoma County Transportation Authority Travel Demand Model (SCTA Model) is a travel demand forecasting model that combines land use, socioeconomic, and road network data to estimate travel patterns and volumes between different Traffic Analysis Zones (TAZs). The model works by:
• Generating the number of trip ends from household and employment data. • Estimating the number of trips occurring between one TAZ to another based on the number of trip ends in each zone.
• Assigning a mode split to estimate the number of trips using personal vehicles, sharedride auto, transit or non-motorized travel modes. • Assigning vehicle or transit trips to specific travel routes.
The analysis used the SCTA Model to develop a growth rate based on the household and employment data contained within the model. The growth rate was calculated by comparing the total number of jobs and households in the 2019 base year model to the total number of households and jobs in the 2040 future year model. The number of households was made directly Craig Scott, City of Cotati
June 4, 2024
available from the model inputs. The number of jobs was calculated using the following methodology to estimate jobs from the square footage of office, retail, and commercial uses in the model inputs;
• 3 jobs for every 1000 square feet (sf) of office space. • 2 jobs for every 1000 sf of retail space
• 1 job for every 1000 sf of industrial space
Using this methodology, the analysis estimated an average annual growth rate of about 1.1% per year between the base year of 2019 and the future year of 2040. This was then applied to the existing volumes included in the Cotati Village Stage 1 traffic study to estimate future volumes along the corridor. The project proposes dedicated turn pockets and separated facilities for bicyclists and people walking. The proposed traffic signal phasing was determined to provide exclusive turn phases, and reduce the amount of conflicts between motorized traffic and pedestrians and bicyclists where possible.
Proposed Traffic Signal Phasing
Proposed traffic signal phasing at SR116 and West Cotati Avenue prioritized operational efficiency, safety, and comfort for all modes. The proposed phasing plan includes the following features:
• Leading pedestrian intervals for all crosswalks, giving pedestrians a head start before parallel through traffic receives a green signal, improving visibility for vehicles looking for pedestrians.
• “No Right on Red” turn restrictions for westbound right turns to protect pedestrians and cyclists using the Class IV separated bikeway on the north side of SR116. • Protected left turn phasing for all approaches and protected right turn phasing for westbound right approaches. Protected left turns are safer for all modes by allowing vehicles to turn left without conflicting with oncoming traffic, reducing the risk of collisions and traffic delays. Consistent with MUTCD guidance, the protected westbound right turn eliminates potential conflicts with pedestrian and bicycle traffic. • Bike signal heads are proposed for the Class IV separated bikeway on the north side of SR116 to provide a protected thru movement for bicyclists without vehicular conflicts. • Overlap phases for the westbound right and southbound left turns accommodate new project trips and supplement reduced capacity from the westbound right turn’s no right on red turn restriction.
• Signal coordination with adjacent intersections on SR116 will reduce delays and queues in the peak hour.

CEQA Analysis
This section describes the CEQA environmental impacts of the Project. This includes an analysis to determine if the Project would:
• Conflict with a program, plan, ordinance, or policy addressing the circulation system, including transit, roadway, bicycle, and pedestrian facilities. • Conflict or be inconsistent with CEQA Guidelines Section 15064.3, subdivision (b), which relates to vehicle miles traveled (VMT).1
• Substantially increase hazards due to a geometric design feature (e.g., sharp curves or dangerous intersections) or incompatible uses (e.g., farm equipment) • Result in inadequate emergency access.
Impact Assessment
Conflict with a program, plan, ordinance, or policy addressing the circulation system, including transit, roadway, bicycle, and pedestrian facilities.
The project involves improvements to Caltrans and City of Cotati owned right-of-way (ROW) facilities. The project will be designed to appropriate HDM standards, as required for Caltrans owned facilities, and it would not conflict with Caltrans standards or requirements.
The 2021 City of Cotati LRSP identified the intersection of SR116 and West Cotati Avenue intersection as a high collision rate intersection with the 7th highest collision rate in the city. The LRSP included recommendations to realign the intersection and install a traffic signal to address these collisions, and the project includes the installation of these safety features. Additionally, the City recently adopted an ATP as a component of Sonoma County’s countywide ATP. The ATP effort includes data and community input that has informed the specific improvements that the City has proposed for this segment of SR116. Therefore, the project would not conflict with programs, plans, ordinances, or policies addressing the circulation system and the impact is less than significant.
1 CEQA Guidelines Section 15064.3, subdivision (b) refers to the discontinuation of vehicle level of service as an impact metric for transportation analysis and instead recommends the use of VMT. This section gives lead agencies discretion to choose the most appropriate methodology to evaluate the impact due to a project’s VMT.
Craig Scott, City of Cotati
June 4, 2024
Conflict or be inconsistent with CEQA Guidelines Section 15064.3, subdivision (b), which relates to vehicle miles traveled (VMT)
The project involves widening the existing ROW on SR116 and reconfiguring the existing intersection of SR116 and West Cotati Avenue. The project would add a raised median, left turn pockets, a traffic signal, and Class I and Class II bicycle facilities. The project would maintain the roadway’s existing general purpose lane configuration of one lane in the eastbound and one lane in the westbound direction.
The Governor’s Office of Planning and Research (OPR) Technical Advisory on Evaluating Transportation Impacts in CEQA provides guidance on the types of transportation projects that would not lead to a substantial or measurable increase in vehicle travel, and therefore generally should not require an induced travel analysis.2 These types of improvements include the following facilities that are relevant to the project:
• Roadside safety devices or hardware installation such as median barriers or guardrails • Installation, removal, or reconfiguration of traffic lanes that are not for through traffic, such as left, right, and U-turn pockets, two-way left turn lanes, or emergency breakdown lanes that are not utilized as through lanes
• Installation, removal, or reconfiguration of traffic control devices • Addition of new or enhanced bike or pedestrian facilities on existing streets/highways or within existing public rights-of-way
• Addition of Class I bike paths, trails, multi-use paths, or other off-road facilities that serve non-motorized travel
Therefore, the Project would not conflict or be inconsistent with CEQA Guidelines Section 15064.3, subdivision (b) and the impact would be less than significant.
Substantially increase hazards due to a geometric design feature (e.g., sharp curves or dangerous intersections) or incompatible uses (e.g., farm equipment) The project would realign the intersection of SR116 and West Cotati Avenue and would add a traffic signal and left turn pockets to the intersection. It would also widen SR116 to add left turn pockets to other segments of the roadway and would install bicycle facilities. The intersection of SR116 and West Cotati Avenue has a high rate of collisions, as identified in the 2024 Cotati ATP, and the existing intersection is only stop controlled on the West Cotati Avenue approach. 2 Technical Advisory on Evaluating Transportation Impacts in CEQA, Governor’s Office of Planning and Research (OPR), December 2018. https://opr.ca.gov/docs/20190122-743_Technical_Advisory.pdf Craig Scott, City of Cotati
June 4, 2024
This reconfigured intersection and the widened section of SR116 would be designed to appropriate HDM standards, and the installation of the traffic signal, left turn pockets, and bicycle facilities would improve safety for all road users at this intersection. The traffic signal phasing plan includes protected left turns for all approaches and protected right turns for westbound right approaches, which reduces the risk of collisions. The reconfigured intersection would also facilitate traffic from future developments, that are currently undergoing review by the City of Cotati, to the north of the intersection.
Finally, the installation of the traffic signal, left turn pockets, or bicycle facilities would not cause incompatible vehicles from using this intersection. Therefore, the Project would not substantially increase hazards due to a geometric design feature or incompatible uses and the impact would be less than significant.
Result in inadequate emergency access
The project would maintain all existing through lanes on SR116 and West Cotati Avenue and would add left turn pockets on SR116. Emergency vehicles using both roadways could continue to use these through lanes, and the addition of left turn pockets on SR116 would reduce potential delays from automobiles waiting to make left turns. The addition of the traffic signal at SR116 and West Cotati Avenue would not substantially increase traffic delays, and emergency vehicles could still enter the signalized intersection when responding to incidents. Therefore, the Project would not result in inadequate emergency access and the impact would be less than significant.
Proposed Design Plans
On the following pages are our proposed 35% design plans, including the design features described above.
