Subject: Request #2 for Add Services Request for the Santero Way Specific Plan Environmental Impact Report
Rincon Consultants, Inc. (Rincon) is requesting this scope amendment and budget augmentation to our existing agreement to assist the City of Cotati with continuing work on the Environmental Impact Report (EIR) for the Santero Way Specific Plan (SWSP) Update and Rezoning of Transit-Oriented Communities (TOC) Parcels (proposed project). The City of Cotati requested that Rincon prepare a Water Supply Assessment (WSA) to comply with Senate Bill (SB) 610 and SB 211. We are seeking a modification to our scope and budget to accommodate this additional task.

Add Services Request
Task 9.15: Water Supply Assessment
Under this task, Rincon will prepare a Water Supply Assessment (WSA) for the proposed project, to satisfy the requirements of California Water Code as amended by SB 610. In accordance with SB 610, a WSA is required for the project because it would introduce more than 500 new residential units or mixed uses with water demands comparable to a 500-unit residential development, and because groundwater would be used as a water supply source for the project. According to its 2022 Water Quality Report, the City met approximately 37 percent of its water demands in 2022 with local groundwater.

The City of Cotati’s drinking water supply is purchased from Sonoma County Water Agency (“Sonoma Water”) and produced from existing City wells in the Santa Rosa Plain Subbasin of the Santa Rosa Valley Groundwater Basin. Sonoma Water manages its supplies through implementation of an Urban Water Management Plan (UWMP), and the Santa Rosa Plain Subbasin is managed by the Santa Rosa Plain Groundwater Sustainability Agency (GSA) through implementation of a Groundwater Sustainability Plan (GSP). The WSA will be informed by the GSP for the Santa Rosa Plan Subbasin, as well as other published data and reports, including but not limited to the City of Cotati’s 2020 Water Demand Analysis and Water Conservation Measure Update, Sonoma Water’s 2020 UWMP, and Sonoma Water’s 2023 Water Shortage Assessment Report.

The WSA will quantify water demands associated with development under the proposed project. The WSA will also compare the proposed project to previously anticipated growth rates and associated water demands and calculate any differences between anticipated water demands and current conditions. The WSA will assess water supply availability and reliability for the proposed project over a 20-year planning horizon, including with consideration to varying climatic (drought) conditions. The WSA will be used to inform environmental analysis provided in the EIR for the project; as such, it will be attached to the EIR as an appendix and be subject to public review with the CEQA document.

City of Cotati
Santero Way Specific Plan EIR
2 Assumptions
• Water supply for the proposed project will be provided by the City of Cotati from existing sources through Sonoma Water and locally produced groundwater; no new wells or other sources would be introduced under the proposed project.
• Water demands associated with development under the proposed project will be provided to Rincon, or Rincon will use water demand factors to estimate demands based upon the type and extent of proposed land uses.
• Rincon will provide a Draft WSA and respond to one round of comments on the Draft WSA, with responses to all comments and associated revisions reflected in the Final WSA. • Comments on the Draft WSA will be provided to Rincon in a consolidated formal with internal questions or conflicts resolved.
• Deliverables will be provided electronically; no hard copies will be produced. • No field work or hydrologic modeling is necessary to support the WSA.

Add Services Fee Estimate
Our estimate for the costs to complete the additional requested tasks described above is $19,896.00.

With this amendment, our total contract value would be increased from $194,456.03 to $214,352.03.

We appreciate your consideration of this request to add services. If you have any questions or would like any additional information, please contact us at your convenience.

Sincerely,
Rincon Consultants, Inc.
