AVENUE PAVEMENT REHABILITATION PROJECT
Date: November 12, 2024
Written by: Craig Scott, Director of Public Works/City Engineer Recommendation
It is recommended the City of Cotati City Council adopt a resolution accepting the Redwood Drive and Cypress Avenue Pavement Rehabilitation Project and direct the City Clerk to record the Notice of Completion and after 35 days with no protests, release the retention to Argonaut Constructors
Background
The Redwood Drive and Cypress Avenue Road Rehabilitation Project (Project) was identified in the City’s Capital Improvement Program, and, in 2019, the City included it in one of five high priority roadway and bike/pedestrian enhancement projects in the Sonoma County Transportation Authority’s Cycle 1 Funding Program. The Project consists of repaving Redwood Drive and Cypress Avenue, replacing old and faded signage, upgrading bike lanes, enhancing traffic calming features including striping narrow lanes and creating bike lane buffers, and upgrading noncompliant ADA ramps. The Project is consisted with recommendations of the City’s recently adopted Active Transportation Plan.
Analysis/Discussion
On December 12, 2023, City Council awarded the Construction contract for the Project and on March 18, 2024, the Notice to Proceed was issued to the contractor. Work was inspected by contract services and, on June 17, 2024, the a final walk-through inspection was conducted by the City Engineer, City Superintendent, and contract inspector. The City Engineer has determined the work has been completed in accordance with the contract documents and recommends it for acceptance by the City.
Financial Considerations
The Project’s total approved budget amount was $3,265,000, with $946,000 from locally administered Senate Bill 1 Local Partnership (Formulaic) funds (LPP SB1) for Fiscal Year 22/23. The Project came within this budget with the construction contract being completed with a $33,831 reduction and the contract inspection services agreement is projected to have unspent funds of approximately $60,000. The construction contingency was not used. The total project expenses to date, which only have contract Construction Management close-out costs remaining (closeout paperwork and preparing As-Built drawings) total $2,710,243. Unspent Project funds are to be returned to the unappropriated General Fund balance.
Environmental Issues
An environmental review for the Project was conducted and the Project was determined to be Categorically Exempt in accordance with the California Environmental Quality Acti for Class 1 and 2, Sections 15301, minor alterations to an existing public street, and 15302, replacement or reconstruction of existing structures or facilities.
