COTATI CITY COUNCIL RESOLUTION
RESOLUTION TO DENY APPROVAL OF PROPOSED T-MOBILE CELL TOWERS AT 680 EAST COTAT AVE WHEREAS: Property values near towers may decrease up to 20 percent according to the National Association of Realtors. Realtor's magazine sites of lack of buyers desire to leave near cell towers.
WHEREAS: In many communities, realtors have led the charge to halt 5g cell towers. I. E. Sonoma Valley Realtors. (See Realtors & business owner's signatures)
WHEREAS: T-Mobile self-reported 10-k report 2-20-23 that "Negative public perception of, and regulations regarding, the perceived health risks related to 5g networks could undermine acceptance of our 5g services." Cities have successfully beat cell towers when health risks were considered WHEREAS: There was no site survey to look for a safer nonresidential location. There are no safety studies.
WHEREAS: The FCC radioactive compliance report is outdated (1996) and in 8-13-21 the FCC lost in DC court to CHD (Children's Health Defense) because the FCC refused to consider the vast amount of evidence of health harms.
WHEREAS: Cotati Commissions and Councils begin each meeting with an ode honoring our Native American Heritage. What would they think about this assault on our environment, health and airspace? WHEREAS: 5g has a big data increase with no increased improvement in cell reception, but increases the risk of cyber-attacks and loss of privacy.
WHEREAS: The required ordinance notification signs around the proposed building ("Caution" "Warning" "Danger") will be alarming to all once placed. Especially the GYM members. Possibly harming the business.
THEREFORE: We urge the City of Cotati to write a Safe Wireless Ordinance.
NOW, THEREFORE, BE IT RESOLVED: The Cotati City Council votes NO to continue pursuing the T-Mobile project. This is the wrong project at the wrong time for a small town like Cotati.

Dear Cotati Planning Commission Members:
Village Walk is a residential development located immediately adjacent to Energy Heath Club, 680 E Cotati Avenue. The site selected is adjacent to 46 new home (est 2017) including City of Cotati affordable housing units. Residents of Village Walk are of all ages including children under one year of age and several seniors in their late seventies. Additional high density residential housing exits all around 680 E Cotati Avenue with residents of all ages including seniors and children.
We feel the community is being denied the right to make decisions about the proposed cell technology. Even when homeowners in the area opposed the impact to our homes, the opposition was disregarded.
Further, published research finds that frequencies alter bird navigation and disturb honeybee colonies.
Issues/Reasons:
• Increase energy usage
• Increases e-waste and pollution
• Lowers property values
• Loss of privacy
• Uninsured liability
• Cyber security risk
Numerous cities restrict cell antennas near homes including Los Altos, Petaluma, Mill Valley, Malibu, San Diego County, Sonoma Valley and more. Towers and/or antennas must be located in a manner which protect property values, as well as general safety, health, welfare and quality of life of the citizens of Cotati Ca. Current research reflects that 5G cell towers should be at least 1600 feet from residential properties. The entire 3 community of Village Walk lies within the recommended 1600 foot distance. Further, a survey published in Relators Magazine, 94% of home buyers said they are less interested and would pay less for a property located near a cell tower or antenna, and 79% said they would never purchase or rent such a property.
In some areas with new towers, property values have decreased up to 20% (National Business Post, 2022). The CA Association of Realtors' Property Sellers Questionnaire specifically lists "cell towers" on the disclosure form for sellers of real estate. The greatest loss would be to those homes closest to the tower and businesses immediately adjacent to the location. Citizens and homeowners in the City of Cotati have a right to protect property values and to the quiet enjoyment of our homes.
The Village Walk Community Association via the Association's Board of Directors, respectfully requests that the City vote NO approval on allowing a cell tower to be installed at 680 E Cotati Avenue, Cotati.

The Baytree Cotati Owner's Association is requesting that the Approval of a Minor Use Permit to allow an unmanned telecommunication facility at 680 East Cotati Avenue in Cotati, NOT be approved. We have documentation from Kent Chamberlain, PH.D., a highly respected scientist, which states current research shows that 5G towers need to be at least 1600 feet away from all residences. Just our community alone is only a few hundred feet away. Not only are we concerned for the well being of our fellow Cotati population, and how the towers will affect the aesthetics of our community, but we have documentation from local realtors who state that there will be an adverse effect on the real properties surrounding these cell towers. They say that considering the markets in the city of Cotati the potential loss in property values near this tower will be staggering. Also, we are learning that 5G has the potential to disable our privacy and subject all of us to cyber-attacks. In Conclusion, we are fighting back against involuntary radiation exposure from wireless technology, loss of property values, the aesthetics of the towers, and the privacy invasion that comes with it. We hope that the city of Cotati does right by its tax paying citizens and helps us protect our community again by requesting NO APPROVAL of this project.

To whom It may concern,
I have been a licensed Real Estate Agent in Sonoma County since 2000. The T-Mobile Site at 680 E.
Cotati Avenue would NEGATIVELY IMPACT the property values of all businesses and homes located near the 680 E. Cotati Avenue proposed cell tower.
It is my professional opinion that the installation of this proposed cell tower will reduce the values of nearby homes and businesses.
All sellers will have to disclose the cell tower location to future buyers, as well as business owners respectively alerting their employees already employed and those looking for worte. It will reduce the number of buyers and possibly employees willing to live or work with a cell tower such as the one in question. I have also witnessed buyers insisting on a price reduction when making an offer. I have also witnessed very interested buyers backing out after it is disclosed that a cell tower will be so close to the home an offer was made on.
1 request that you recommend to T-Mobile to relocate this tower further out of town so it will not impact our very small community made up of both residences and businesses that will for certain be affected.
