Date: November 26, 2024
Written by: Noah Housh, Director of Community Development Recommendation
It is recommended by the Community Development Department and the Planning Commission that the City Council conduct the second reading of the ordinance modifying Chapters 17.31 Affordable Housing and 17.32 Density Bonuses to improve consistency with state affordable housing law, create the Cotati Density Bonus and implement the CIty’s Local Preference Policy.
Background
On November 12, 2024, the City Council reviewed the draft proposal, provided direction to staff regarding some minor modifications to the Cotati Density Bonus and voted unanimously to introduce and conduct the first reading of the ordinance.
Analysis/Discussion
All analysis of the proposed changes is included in the November 12, 2024, staff report. In summary, The City Council adopted the following edits to the draft “Cotati Density Bonus” language under CMC 17.32.030, Item E, to include the following:
• Add “proportionality” to the spread of affordable housing categories. • Remove the word “Council” from “City Council” to clarify that the City will grant the density bonus, regardless of which body at the City approves the project. • Allow up to 5 incentives, concessions or waivers, but limit the total project height to no greater than 10feet above the maximum height allowed in the base zoning district.
The City Council also provided direction to staff to return in 1 year (or sooner if needed) to assess if the Cotati Density Program is working as intended.
