Recommendation
It is recommended the City of Cotati City Council approval by motion a Professional Service Agreement with Moe Engineering Inc for complete design services for the Class 1 pathways maintenance project and authorize the City Manager to execute said agreement.
Background
This project aims to maintain and repair Class 1 pathways. The Project includes the following pathway: Laguna de Santa Rosa trail between Gravenstein Way and E. Cotati Avenue.
Depending on available budget, Public Works will also perform spot repairs to Delano Park pathway.
Analysis/Discussion
Moe Engineering will provide engineering design services for the preparation of improvement plans and bid documents for the maintenance and restoration to portions of Cotati’s existing pathway system at the following location:
1. Laguna Pathway – Laguna De Santa Rosa trail between Gravenstein Way and E. Cotati Avenue.
This project involves asphalt surfacing along a portion of an existing pathway system in Cotati.
The purpose of the proposed asphalt surfacing is to provide a smooth all-weather pathway for use by the public. The existing asphalt pathway surfacing will be overlayed or reconstructed, with shoulder backing adjacent to the pathway as site constraints allow. The asphalt pathway surface will be compliance with ADA standards and will include new garbage/recycling receptacles located so that the franchise waste hauler (Recology) and service them.
Financial Considerations
This project was included in the City’s FY 2024 Budget with an estimated total cost of $185,000.
Moe Engineering submitted a Cost Proposal for $45,057 for design and construction management. Staff requests a design contingency of $4,943, for a total not to exceed of $50,000, leaving $135,000 for construction.
Environmental Issues
This Project is Categorically Exempt in accordance with the California Environmental Quality Act Guidelines Section 15301 Existing Facilities as it is maintenance of existing facilities.
