From : Neil Hancock
To Mayor Sparks, Vice Mayor Ford and Councilmembers Lemus, Rivers and Harvey Could I ask that Item 9A “Professional service agreement with MOE Engineering ..” be withdrawn from the Consent Calendar for discussion and possible direction from Council.
These low stress public rights of way connectors are incredibly asset for citizens of Cotati.
For a Class 1 Bicycle and Pedestrian path, as the name implies it is shared with Active Transportation users low speed wheels and pedestrians ~ walking and running. The surface should be designed to be shared between these uses, and for the surface to not facilitate “active transportation” wheeled users to exceed the designed speed limit. Safe Class 1 paths can be training grounds for young families with budding cyclists, and also places for adult cyclists to gain confidence with low speed wheel travel.
I personally find the different types of compacted gravel surfaces to be better for mixed use of pedestrian, active transportation wheeled vehicles, as well as appearing to meet all the requirements for ADA access, and be lower maintenance, and less impact on the environment. What is there to not like about them.?
The city has implemented a variety of Class I bike paths in the City, and is likely to have some experience from the maintenance that they require.
A question; could the city staff please describe the extant and types of class 1 bike & pedestrian paths in the City, and what maintenance is required off the different surfaces? In talking with a neighbor and looking at this path seems likely there has been some subsidence.
I would ask the council, that when moving forward with this project, that there is a status report on the findings of the Engineering company, and if any significant sections of the path are to be replaced, possible options for a self-healing surfaces. One option could be for this to be presented to the Bicycle and Pedestrian Advisory Committee/PC.
Possible addition wording to the City Council approval for Item 9A:
MOE Engineering to provide an intermediate report on the status of the path. Possibly as part of Task 3 – 60% design. The report to include intermediate report to the Bicycle and Pedestrian Advisory Committee, for comments and if any significant sections of the path surface to be replaced, a recommendation on surface options suitable for that section of the path. thankyou
