- Federal deficit continues to grow, posing a potential threat - Inflationary impacts, general uncertainty from tariffs • State Economy
- Continued economic growth (higher in central valley)
- Tight housing supply (<1% vacancy for homes)
- Net loss of younger, less educated people. Net increase of older more educated - New housing starts not keeping up
State of the Economy

• Expense growth continues to outpace revenue growth, reducing capacity - Water Enterprise
• Revenue meets operational expenses, but not yet sufficient for capital needs • Two City wells currently down for service, expect higher water purchases - Sewer Enterprise
• Revenue on a multi-year trajectory to meet operational expenses • Insufficient revenue for capital needs
• New rate study underway

City Council FY 25-27 Workshop Priorities
Priority Area Council Comments
First Tier
Housing, development • The community survey results suggested a focus on and neighborhoods housing.
• Councilmembers are concerned by the number of
people who work in the City but cannot afford to live
there.
• Many development projects are not being built,
prompting discussions on how to attract developers
to the community.
• There is a strong need for a clear neighborhood
identity, ensuring that new housing developments
integrate well within existing neighborhoods.
• Councilmembers recognize the importance of
balancing current and future development with
necessary infrastructure to support growth
effectively.

City Council FY 25-27 Workshop Priorities
Second Tier
Economic development • Supporting the Chamber and local businesses is a priority, with a focus on regional collaboration.
• A thriving small business sector sets the community
apart and is a key part of its identity.
• An ordinance on business chains emphasizes the
importance of small, homegrown businesses in
maintaining the community's character.
• There is a need to support businesses in the
industrial area that are less visible.

Infrastructure • Significant effort has been put forth to maintain the PCI, as well as water, sewer, and building.
• Infrastructure and fiscal responsibility go hand in
hand, which raises the issue of deferred
maintenance. Addressing any concerns or issues
early and upfront can lead to cost savings in the long
run.
• Infrastructure planning should also include
broadband, alternative energy, and other future
needs.

City Council FY 25-27 Workshop Priorities
Priority Area Council Comments
Community building and • Building intentional connections within the community engagement is essential.
• Neighborhood events were once more common but
have declined over generations.
• Recognizing people and ensuring information about
events reaches the community is key.
• Event examples include police-beat meetings and
coffee with a cop.
• A toolkit for neighborhood events, including clean-up efforts and barbeques, can make participation easier.
• Fostering leadership can be accomplished through
low-barrier opportunities for involvement in City
activities.

Third Tier
Fiscal responsibility • Fiscal responsibility requires a commitment to balancing the budget and ensuring sustainable
financial management.

Mobility and connectivity • Mobility and connectivity are important for fostering a sense of community, as seen in the Highway 116
development, where people feel more connected to
Rohnert Park than Cotati.
• Regular maintenance of pathways is essential to
ensure accessibility.
• These initiatives relate and support economic
development in the City as well.
