Re: Proposal for Construction Management and Inspection Services for 2025 Street Improvement Project Dear Craig:
We have assembled a proven Green Valley team for the CM and inspection of the City's annual paving project. We are experienced with the City's standards and specifications and have a great working relationship with Harris & Associates.
Our team has worked with most of the area Contractor's and once the City has selected a Contractor, we can provide the assurance to all parties that they will be well taken care of during this slurry seal and dig-out project and impacts to the residents will be minimized as feasible, while at same time ensuring the final product meets the goals that the City has set for this paving maintenance project.
• Cost-Efficient and Timely Service. We understand the importance of the Project being completed in a timely manner to minimize traffic disruptions on Old Redwood Highway and potentially E. Cotati Avenue (dependent on Alt. Bid results) and to facilitate residents getting back on their streets after slurry seal process. We have a thorough understanding of the City's standards and would like the opportunity to show that we can put this knowledge to use on this assignment.
Our CM will stay on top of the schedule and require "look ahead" at all times for ordering supplies, coordination with the Contractor on public outreach notifications and confirming pay quantities are correct prior to progress payments. • Experience and Attention to Detail. Green Valley's proposed team has provided similar services to many other municipalities, including the City of Cotati, thus giving us the experience to bring the City the right approach and most appropriate qualifications for this project. We have an in-depth working knowledge of slurry seal applications and what to look for during the operation, including loose gravel, temperature concerns, mix design, etc. The schedule and adherence to the approved plans, as well as strong notification process will help assure the Project be completed in expeditiously.
• Team. Rick Seanor is proposed as CM for the Project. His extensive experience working with the City for the past 2+ years on CIP projects gives him the knowledge and experience to keep even the most challenging projects moving forward. We have several skilled and experienced inspectors available at this time and are proposing Matt Messenger to take the lead with Joey Petroni as back-up if required. We will schedule our lead inspector once we know the final schedule and will have our inspection team supervised by Mel Manni, who is familiar to the City staff from his work on previous projects. RGH Materials Testing will be performing the needed materials testing and documentation. It is important to note that there is no mark-up on our subconsultant fees.
We are very excited at being given the opportunity to offer Construction Management and Inspection services to the City.
If you require additional information, do not hesitate to contact me at 707.579.0388 or [email protected] Sincerely,
Fig Ellis

2025 STREET IMPROVEMENT PROJECT PROPOSALI
Cost Proposal
Our fee estimate, which follows, is based on 30 working days with a part-time construction manager working 3 hours per day and a full-time inspector. We do not anticipate that the CM will need 3 hours per day - but find that slurry seal work can be fast moving and might necessitate more hours than normal during key operations.
Additionally, we have added a field superintendent role to our inspection staff. We have found that this role benefits our clients, especially on complex or long-term Projects.
The costs associated with our team's public outreach are included in our fee, but we feel these minimal costs are always worth 10x the value in the benefit they provide to the neighborhood.
The State of CA DIR has already issued pre-published increases for prevailing wage rates (PW) that we are required to meet. Consequently, we have set up our fee sheet to show these rate increases as they correspond to the published dates of the State DIR.
It is important to note that Green Valley does NOT mark up any of our subconsultant fees or reimbursements.... they are passed on with no markup!
We welcome the opportunity to discuss our fee and associated scope of work as necessary to meet the City's goal for this project. We have allotted additional time at the start-up and close-out of the project to allow for file set-up.
