AGREEMENT TO PROVIDE ROOFING REPAIR AND
REPLACEMENT CONSULTATION FOR THE POLICE
STATION, SUNFLOWER PARK RESTROOM, AND WELL 2
Date: May 13, 2025
Written by: Craig Scott, Director of Public Works/City Engineer Recommendation
It is recommended the City Council of the City of Cotati approve by motion the proposal by Interactive Resources to provide roofing repair and replacement consultation professional services for the Police Station, Sunflower Park Restroom, and Well 2 and authorize the City Manager to execute a professional services agreement for said services.
Background
The City owns and maintains public buildings and the maintenance includes making any needed repairs or replacements to roofs.
Analysis/Discussion
Over this past winter, the Police Building experienced a large number of leaks and Public Works were called out each time and did their best to track the source of the leaks and made spot repairs. However, the leaks persisted, and Staff determined the services of a roofing specialist were needed to determine if the roof was to be repaired or replaced. A repair could be cost effective if the roof is failing in a specific area, such as the skylights, and potentially extend the roof’s life for a decade or more at much lower cost. However, if the roof is determined to have extensive deficiencies and has reached the end of its useful life, then a full roof replacement may be necessary. Staff have included the Sunflower Park restroom and Well 2 roofs in the scope of services because these roofs are at the end of their useful lives.
Interactive Resources has provided roof evaluation and design services for the City and is uniquely qualified to perform these services due to their familiarity with the City’s building infrastructure. City Staff requested and Interactive Resources (IR) provided a proposal for roofing repair and replacement consultation services for the Police Building, Sunflower Park Restroom, and Well 2 roofs. Specifically, IR is to perform a roof assessment focusing on the potential skylight deficiencies as well as other potential deficiencies in the Police Building, prepare bid documents, assist in the bidding and construction phases. For the Sunflower Restroom roof, IR is making recommendations regarding the type of roofing system including gutters and providing assistance during the construction. Finally, IR is to assess and provide recommendations for replacement of the Well 2 roof and provide assistance during construction.
Staff has reviewed the proposal and find it to be fair and reasonable and recommend it for approval.
Financial Considerations
The City’s FY24/25 Adopted budget did not anticipate funding for a roofing assessment and, therefore, a budget appropriation from the City’s unappropriated General Fund is being requested for $26,462 for the Police Building portion of the Roof Repair and Replacement Consulting Services proposed Agreement. Adequate funding is within the Parks and Water accounts for the $1,250 and $1,550, portions, respectively. Construction costs have been anticipated and are accounted for in the proposed FY25-26 City Budget within the Buildings ReRoofing Project and a separate Water Fund Operations and Maintenance Project. If the assessment finds that a repair of the Police Building roof will extend the life, it is anticipated that the actual construction costs for the Police Building will be significantly less than the budget.
Environmental Issues
This action is found to qualify for a Class 1 Categorical Exemption under CEQA Section 15301 in that the project consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of the existing or former use.
