May 13, 2025 City Council Meeting Item 9.F DESIGN THE 2026 PAVEMENT PRESERVATION PROJECT Dear Mayor Ford, Vice Mayor Lemus, and Councilmembers Sparks, Harvey, and Savage, Apologies for the late question – but this is a large packet, & I ground truthed it this morning.
My question : Is the base data accurate in the staff packet, letter from Harris & Associates Table Pg116? It doesn’t appear to agree with cleargov “5 Year Map” and partially with the cleargov CIP.XLSX It appears to me that item 9.F doesn’t identify the source of the data or reference an approved CIP.
However I found something with a May 13 date on Cleargov – The city website Public Works Projects is pretty out of date only mentioning 2020 and 2021 Street improvements and doesn’t provide any links to updated cleargov items.
The Staff Packet has a letter from Harris and Associates that is pretty inadequate(Exhibit 1?) but I did find a better labeled 5 year Map and CIP.xlsx published on Cleargov and include it at the end of this letter. https://cleargov.com/california/sonoma/city/cotati/projects/16997/a-2026-street-preservation-projectpmp-26#comment-1981 From my short analysis the recital #1 isn’t true – maybe I’m missing some updated data.
As a citizen just checking the roads from Table 1, I cycled to a number of streets, and did a cursory visual inspection of Pavement Index of those streets. I don’t have the tools or skills for a professional view.
Of the streets identified in the Staff Packet, Harris and Associates Table PdfPg116 One street already has work scheduled to be performed on – Jagla St– see picture of American Asphalt notice for 5/14→5/16, and seems to be duplicated work in 2026 – same Treatment description.
On a visual inspection 13/May/2025 a number of streets are in good condition that are marked for resurfacing design in 2026. Arthur St, Olof St, Benson Ln, look to be in good condition and are identified on the map as 2028. Arthur St that is in excellent visible condition is not idenifited in the 5yr map, but is identified in the CIP.xlxs
While ground truthing the above streets, I came across the following that appear to be in much need of some treatment, but are not on the “5yr map”/table
W Cotati Ave, La Plaza to End (W Clothier Ave) ~ Not on Map El Rancho, W Cotatii Ave to E School St ~ Not on Map
Valpariso Ave, W Sierra Ave to Lund Hill (map identifies 2026) but not in Table Lund Hill, Valapariso Av to top of hill ~ Not in Map
