Subject: City of Cotati – Roof Repair and Replacement Consultation Dear Mr. Scott:

We are pleased to submit our proposal for the roof repair and consultation projects for the Civic Center, Sunflower Park Restroom, and Ladybug Park Pump house Our firm has a demonstrated history of successfully delivering complex roofing projects across a diverse range of building types, including civic and infrastructure facilities. With extensive expertise in roofing systems, waterproofing, and remedial work, our team of experienced architects and engineers is committed to providing innovative, sustainable, and tailored roofing solutions that address the specific requirements of each project.

PART I – PROJECT DESCRIPTION AND SCOPE

0. General: Project Description and Program: All projects will generally include:
• Expedited Project Delivery: In order to assist the city in bidding the projects for construction in summer 2025, the deliverables will focus on input required to appropriately bid the projects.
• Separate Projects: Fees given for each of the three separate projects are stand-alone. Bid Documents developed for each of the three projects are also be stand-alone.
• Options and Additional Services: As a result of the base scope of work described below, additional options and/or recommendations may develop that go beyond the base of work. We will advise the city of these options – along with a fee proposal where appropriate – before proceeding.
• Information Provided by Client: We request that the city provide as-built drawings of Cotati Police Department and other buildings if available.

1. Cotati Police Department Roof (Civic Center)
203 W Sierra Ave, Cotati, CA 94931
The scope of work for the Police Department roof consists of a roof assessment focusing on potential skylight and/or skylight flashing deficiencies as well as other potential points of water penetration into the building.
2 | Page
The Cotati Police Department building is approximately 15-18 years old.

The steep composition shingle roof is reportedly the original roof. The warranty for the existing roof system is approximately 25-30 years (subject to confirmation with city records). The roof has virtually no penetrations other than the skylights and isolated vents. Attic space contains mechanical equipment and ducting. The suspended acoustical ceilings provide access to viewing the attic space above. Walls are gypsum wallboard.

Although the field of the roof appears to be in good condition and likely to have an additional 10+ years of service life, there have been continuous water penetration issues since the structure’s original construction, reportedly related to the poorly flashed skylight penetrations (two small skylights plus a single, long ridge skylight). Numerous repair attempts have not resolved the issue.

Interior damage from water entry includes wall and ceiling stains in the corridor and adjoining administration and exercise rooms. These locations are either 1) directly under the skylights or 2) reached from an unknown point of entry via structural members or ducting.

Specific tasks include – but are not limited to – the following:

Investigative Phase
• Roof Assessment and Investigation: This phase will include visual observations of the roof and destructive testing at the skylights as required to determine construction and assess potential sources of water penetration. (All destructive testing will be made watertight before leaving the site.)
• Findings: Prepare a brief report of findings, including recommendations for repair of deficiencies.

Note: As noted in Options and Additional Services, above, findings may include recommendations for work not included in this base scope of work that develop through the assessment and investigation phase. We will advise the city of these options – along with a fee proposal where appropriate – before proceeding. • Documentation: Prepare Bid Documents with specification sections and/or drawings as required to bid purposes.

Bid Phase
• Attend Bid Walk, respond to Requests for Information (RFIs); assist in in reviewing Bids.

Construction Phase
• In addition to reviewing submittals and responding to RFIs, attend preconstruction meeting, two (2) progress site visits, and a punch walk.

2. Sunflower Park Restroom Roof
East Cotati Ave at Sunflower Drive, Cotati, CA 94931
The primary scope of work for this building is to replace the roof and gutters that have exceeded their expected service life.

Note: A separate bid walk will be considered an extra service. • Construction Phase: We will be available for consultation during construction.

3. Well 2 Roof
Accessed from Lakewood Ave and adjoining Ladybug Park
The primary scope of work for this building is to replace the roofs (both steep and low-slope area) and gutters that have exceeded their expected service life.

As this is a fairly straightforward project, our services will be limited as follows:
• Assessment and Recommendations: Visit the site and make specific recommendations regarding the type of roofing system to be specified, including both roofing materials and gutters.
• Bid Phase: Attend a bid walk in conjunction with Project 1Bid Walk.
