Subject: ADOPTION OF A RESOLUTION APPROVING A BUDGET

AMENDMENT AND CONTRACT AMENDMENT FOR THE
2025 STREET IMPROVEMENT PROJECT
Date: June 10, 2025
Written by: Craig Scott, Director of Public Works/City Engineer Recommendation
It is recommended the City Council of the City of Cotati adopt a resolution approving a budget amendment and contract amendment for the 2025 Street Improvement Project to include added safety improvements on Benson Lane and West School Street.

Background
On April 8, 2025, the City Council approved construction and construction management agreements for the 2025 Street Improvement Project. The Project is to maintain City streets using low-cost preservation construction methods consisting of dig-outs, crack seals and a finishing slurry seal course. Since the work is routine, and to remain within the City’s adopted budget amount for the project, a minimal 2% was approved for contingency. However, during construction, a number of street safety improvements identified by Staff in response to citizen concerns are recommended to be added to the Project for expediency. These added construction scope items exceed the previously approved minimal contingency amount, and a request for additional budget is needed.

Analysis/Discussion
Construction began on May 12th, 2025, and work is expected to wrap up with striping in the first week of June and is expected to be substantially completed by the time this item is presented to City Council. The 2025 City-Wide Traffic Safety Improvements Project includes improvements to E. Cotati Ave, Benson Lane and West School Street. Namely, a new Rectangular Rapid Flashing Beacon at E. Cotati Ave at the Laguna De Santa Rosa pathway crossing to replace the inoperable in-roadway flashing lights, two speed cushions on Benson Lane, installation of a three-way stop at Benson Lane and Loretto Avenue, fog line on West School Street along the new Class 1 pathway, and striping along Water Road to delineate the four foot pathway along the roadside. These safety improvements have an immediate benefit to Cotati citizens and the type of work is consistent with the current construction agreement with the construction contractor for the 2025 Street Improvement Project. Additionally, the design significantly underestimated the amount of crack sealing needed for the project. Staff determined it was necessary to complete the crack sealing ahead of the slurry seal paving for the treatment to have its intended added life expectancy.

Financial Considerations
The table below itemizes the additional construction costs:

Potential Change Order
# Item Description Cost
PCO 1 Benson Speed Cushions $15,030
PCO 2 Benson/Loretto All-Way Stop Control $3,370
PCO 3 W School Street Fog Line $2,479
PCO 4 Removal of in-roadway lights at E. Cotati $3,000
PCO 5 Added crack seal $20,000
PCO 6 Water Road fog line and pathway
delineation $4,910
n/a Added contingency $6,211
Total $55,000
Funding sources are recommended to be $29,170 from the unspent funds in the 2025 City-Wide Traffic Safety Improvements Project and $25,830 from the unappropriated General Fund balance. In anticipation of this change, the proposed estimated actual budget for fiscal year 2024/25 was amended to include these changes as it is presented to the council for adoption at the same meeting on June 10, 2025.

Environmental Issues
This action is found to qualify for a Class 1 Categorical Exemption under CEQA Section 15301 in that the project consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of the existing or former use.
