Cotati City Council
Agenda Staff Report
Item type: CONSENT CALENDAR (ACTION)
To: City Council
Subject: ADOPTION OF THE CITY-WIDE SALARY SCHEDULE FOR
FISCAL YEAR 2025/26
Date: June 10, 2025
Written by: Angela Courter, Director of Administrative Services Recommendation
It is recommended that the City Council adopt the fiscal year 2025/26 salary schedule, as updated per the current City labor agreements.

Background
The City Council and staff believe that our citizens have a right to full transparency with respect to public information, including the wages and benefits received by City employees and elected officials. To that end, salary schedules as well as labor agreements are available on the City’s website.

City staff have further requested a title change amendment for a single position under the NonRep agreement. The City Manager, Chief of Police and the member of staff affected by the change have agreed to the renaming of the Police Services Aide (Permanent, Part-Time) to Police Services Specialist (Permanent, Part-Time). There is no change in compensation or other considerations. This title only change is intended to bring this position title in line with similar titles across other police departments based on the job title and duties performed.

For transparency as well as effective and efficient financial reporting, City staff have prepared the annual salary schedule for fiscal year 2025/26, using the adopted labor agreements in effect as of July 1, 2025 with the above-mentioned proposed title change.

Analysis/Discussion
The City of Cotati has three separate bargaining units; the CEA, the Cotati Police Officers Association (CPOA), and the Cotati Police Management Association (CPMA), as well as the Non-Represented group and a single employment agreement with the City Manager. The salary schedule implements the existing approved memorandum of understanding with each group or contract.

Financial Considerations
There is no additional fiscal impact associated with the approval and publishing of the salary schedule, and renaming the single position, as the changes have already been authorized by MOU and included within the proposed budget for adoption.

Environmental Issues
There is no additional fiscal impact associated with the approval and publishing of the salary schedule, as the changes have already been authorized by MOU and included within the proposed budgeted for adoption.
