City Council
Public Hearing
Industrial Zoning District Code
Amendment
Community Development
Department
June 10, 2025
Background
General Plan has a single industrial land use designation:
Commercial/Industrial (CI)
Land Use Code currently has two industrial zoning districts to implement that GP land use designation:
Commercial/Industrial (CI)
General Industrial (IG)
However, GP calls for either:
1. Combining them into one zoning district, or
2. Amending the districts’ allowable uses
With the goal of meeting the full range of industrialrelated activities contemplated in the GP Background: General Plan Land Use Designation
The General Plan industrial land use
designation “Commercial/Industrial”
(CI) allows:
Industrial parks
R&D
Food processing/prep
Manufacturing
Laboratories
Compatible commercial uses
Background: Zoning Districts
The CI land use designation is implemented by
two zoning districts in the Land Use Code:
Commercial/Industrial (CI): “Appropriate for a
mixture of retail, service, large-scale office,
light industry uses, warehousing, and
live/work.”
General Industrial (IG): “Appropriate for a wider
variety of land uses . . . including
manufacturing, warehousing, assembly, and
live/work.”
Benefits of Combining CI and IG Districts
Staff proposes combining CI and IG into a
single zone, “CI”
Current land uses in CI and IG reflect full
range of uses in the GP; no need to add
uses
Reduces the overall number of zoning
districts = streamlining the Land Use code
and simplifying its interpretation
Benefits of Combining CI and IG Districts
Demand for heavier industrial and
manufacturing land is low, unlikely to increase
Combined CI district allows flexibility and
more opportunity to accommodate uses that
thrive in semi-industrial and freeway-adjacent
areas
Indoor sports facilities
Breweries, wineries with tasting rooms
Artist studios
Business incubators
Implementing a Single CI Zoning District
Permit requirement for certain uses to be
adjusted: brew pub (not allowed to MUP), and
brewery & minor vehicle services (UP to MUP)
Use Permit with Conditions of Approval
required for certain uses: Heavy
manufacturing and processing, construction
contractors, laundry/dry cleaning, mediumsize recycling facilities Existing businesses not impacted by zoning
change
