LANDSCAPE AND

LIGHTING ASSSESSMENT

DISTRICT
Public Hearing
July 8, 2025
Introduction
• The Landscaping and Lighting Act of 1972 requires the City to prepare an annual Engineer’s Report for the City’s Landscape and Lighting Assessment District (“LLAD”)
• The LLAD report presents expenses and proposed annual assessment to be levied for the upcoming year. The assessments are levied per Equivalent Singlefamily Dwelling (ESD). • In 1989, ten Districts were formed to pay for costs associated with maintaining landscaping and streetlights within developments. In 2017, to simplify the report and reduce costs, the ten Districts were consolidated into one District. This District has ten “Zones” each retaining separate characteristics.

LLAD Zones:

1. Valparaiso Vista

2. Quail Hollow

3. Sommers

4. Macklin

5. Sierra Meadows

6. Oak Knoll

7. Garden Gate*

Zone Outlooks
Expected Changes for FY25/26
Zone 3: Costs expected to slightly increase as the City plans to prune street trees in FY25/26.

Zone 4: Costs may increase as the City may competitively bid for contract landscaping services in FY25/26; however, the quality of services should improve.

Zone 6: Costs expected to slightly decrease as two dead oak trees were removed in FY24/25.

Zone 9: Costs expected to decrease as FY24/25 had watering above normal levels and up to a dozen trees trimmed back. City PWs to take over irrigation scheduling from contractor for FY25/26.

All Zones: Administration Costs predicted to drop due to effort in FY24/25 to streamline reporting process.

Recommendation
Adopt Resolution approving the Annual Engineer’s Report, confirming the assessment diagram and annual assessment amounts, and levying and collection of annual

and Lighting Assessment District for Zones 1,
2, 3, 4, 5, 6, 7, 8, 9, and 10 (Pursuant to the
