RESOLUTION NO. (XX)
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COTATI UPDATING
THE CITY COUNCIL RULES OF CONDUCT
WHEREAS, the California Government Code Section 36813 establishes the prerogative for City Councils to establish rules for the conduct of its proceedings; and WHEREAS, Cotati Municipal Code Section 2.04.040 further establishes that the City Council may, by resolution, provide for rules and regulations governing the procedures to be followed in any regular or special meeting of the council; and WHEREAS, it is common in local government to establish rules to govern public proceedings; and
WHEREAS, the existing City Council Rules of Conduct (City Council Rules) was adopted by Resolution 2025-14 on April 22, 2025; and
WHEREAS, it is common practice to update City Council Rules over time as needed; and
WHEREAS, the action of adopting City Council Rules does not constitute a project as defined by California Environmental Quality Act Guidelines Section 15378; therefore, no further environmental review is required.
NOW THEREFORE BE IT RESOLVED THAT the City Council of the City of Cotati does hereby adopt the update to the City Council Rules attached hereto and incorporated herein by reference; and
BE IT FURTHER RESOLVED THAT the previously adopted City Council Rules (Policy 2025-02) shall have the attached updates incorporated.
IT IS HEREBY CERTIFIED that the foregoing resolution was duly adopted at a regular meeting of the City Council of the City of Cotati held on July 8, 2025, by the following vote, to wit:
