Subject: APPROVE MINOR CONSTRUCTION AGREEMENT WITH
ENTERPRISE ROOFING FOR ROOF REPAIRS TO THE
POLICE DEPARTMENT BUILDING AND RE-ROOFING THE
SUNFLOWER PARK RESTROOM AND THE WELL 2 PUMP
HOUSE
Date: August 12, 2025
Written by: Craig Scott, Director of Public Works/City Engineer Recommendation
It is recommended the City Council approve by Motion a minor construction agreement with Enterprise Roofing for an amount not to exceed $51,471 for roof repairs to the Police Department building and re-roofing the Sunflower Park restroom and the Well 2 Pump House and authorize the City Manager to execute said agreement.
Background
The City owns and maintains buildings at its sites and this includes those for the Police Department, Park Facilities, and buildings for its Water System well pump sites. Over the years, City Hall has been re-roofed and just a few years ago, the Community Center roof had reached its useful life and was re-roofed with a metal roof. As building roofs age, their roof materials degrade and the roofs began to develop areas of water intrusion and leaks. This has become the case for the Police Station, the Sunflower Park restroom, and the pump house for Well 2.
Analysis/Discussion
Over the past several winters, an increased number of leaks occurred within the Police Department building, the Sunflower Park restroom, and the Well 2 pump house. This past winter received above average rainfall, and the leak problem became acute at these three locations. To address this problem, staff included a Capital project in the City’s Fiscal Year 2025/26 budget to evaluate and replace these roofs.
In early 2025, the City hired a consultant, Integrated Resources, to perform these evaluations and summarize the results and recommendations in evaluation reports and to provide assistance during the installation of the roof repairs. The evaluations have been conducted and have concluded the following for each site:
Police Department Building. The roof is in “generally good condition” and with some needed repairs but is generally expected to perform well for another 10 years or more. Repairs are recommended at specific locations consisting of the hallway skylight, a smaller skylight at the end of the hallway, and along the roof slope transition. The skylights are typically prone to wearing resulting in leaking, but the slope transition was determined to not have been adequately installed thus causing the chronic leak problem.
Sunflower Park Restroom. Demolition and roof replacement is recommended. The age of the roof appears to be beyond its expected service life. Observed deficiencies consist of at least the following: loose and missing field and hip shakes, corroded gutters at isolated locations, and sheet metal flashings – including the roof cap – show indications of corrosion.
Well 2 Pump House. Recommendation is for a full roof replacement. The roof appears to be beyond the expected service life, metal flashings are corroded, and the wood fascia trim is badly weathered and possibly decayed.
Enterprise Roofing Service, Inc. was a subconsultant to Integrated Resources and led the roof evaluations. The City and Integrated Resources agreed to request proposals from Enterprise Roofing Services, Inc. to perform the recommended roof work at each of the sites. Enterprise Roofing Services, through referrals, has demonstrated a strong track record and is highly recommended by Integrated Resources. After reviewing the attached proposals, City staff have determined the costs to be well within industry standards and recommend them for approval.
Financial Considerations
The City’s first year of its Fiscal Year 2025/26 – 2026/27 Biannual Budget includes the Reroof Police Building Capital project for an amount of $693,000. The Enterprise Roofing Services, Inc. proposals are in the amounts not to exceed $13,935, $11,770, and $17,766, respectively for a total cost of $43,471. However, it is common in roofing projects to find isolated areas of wood rot, so it is recommended that contingency be included in the costs. For the two General Funded projects (Police and Sunflower roofs), it is recommended that they share a $5,000 contingency (total of $30,705). For the Water Enterprise funded roof, it is recommended that it includes a $3,000 contingency (total of $20,766). The combined contract total would be not to exceed $51,471 ($30,705 in General Fund and $20,766 in Water Enterprise Funds).
There are adequate funds in the current adopted budget for the General Fund expenses with unused funds from the Police Building Capital project. There are $27,712 in budgeted General Fund expenditures for the roofing evaluation, leaving approximately $634,583 to be returned to the unappropriated General Fund balance or, in part, redirected to the 116/West Cotati Avenue design amendment (separate August 12, 2025 agenda item).
There are also adequate funds in the current adopted budget for the Water Enterprise expenses, if the Water System Monitoring project ($130,000) is delayed. Utilizing funds from this project, the remaining $109,234 can be repurposed, in part, for proposed urgent water repairs (separate August 12, 2025 agenda item). The remaining unused balance would be returned to the Water Enterprise Fund.
Under the “Public Project Contracts” provision of the City’s Expenditure Planning and Procurement Policy, contracts of $75,000 or less can be performed by force account, by negotiated contract, or by purchase order. The proposed contract is $43,471 which is less than the $75,000 limitation.
Environmental Issues
This action is found to qualify for a Class 1 Categorical Exemption under CEQA Section 15301 in that the project consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of the existing or former use.
